About this file

This document is a Scope of Work (SOW) for the Ada County Highway District (ACHD) On-Call Consultant Services Procurement, specifically focusing on the Roadway Design category for projects over $300,000. The SOW outlines the requirements for large community enhancement and urban roadway projects, which may include a comprehensive range of design services such as public involvement, intersection design, roadway and bridge design, structural and drainage design, surveying, geotechnical investigation, utility and railroad coordination, environmental evaluations, and ADA compliance. ACHD reserves the right to require prime consultants to hire qualified sub-consultants for specialized tasks like signal and roundabout designs.

The document establishes minimum requirements for consultants, including a Professional Engineers License in Idaho, five years of experience in roadway design, and demonstrated completion of five large urban roadway projects with design contracts exceeding $250,000. ACHD is specifically seeking firms with expertise in context-sensitive design, emphasizing considerations such as current and future school sites, pedestrian and bike routes, appropriate facility sizing, design speed, land use analysis, and unique project area features. The procurement is part of ACHD's three-year cycle to establish an On-Call Consultant Services List, with the upcoming list set to be effective from October 1, 2024, to September 30, 2027.
