About this file

This document is a Scope of Work (SOW) for Intersection/Signal Design services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The SOW details two primary design services: Intersection Design and Signal Design, which involve preparing comprehensive plans for roadway modifications, traffic signal installations, and associated infrastructure improvements. Consultants will be required to develop designs that include roadway widening, bicycle lanes, sidewalks, pedestrian ramps, turn lane calculations, capacity analyses, signage, pavement markings, and traffic control plans. The designs must conform to the Manual on Uniform Traffic Control Devices (MUTCD) and ACHD supplements to the Idaho Standards for Public Works Construction.

The minimum requirement for consultants applying to this service sub-category is registration as a professionally licensed engineer (PE) in the State of Idaho. The procurement is part of ACHD's routine three-year cycle for establishing an on-call consultant services list, with this specific list becoming effective October 1, 2024, and terminating September 30, 2027. Consultants will be selected to perform intersection and signal design services on an as-needed basis, with work scopes potentially including complex technical elements such as intersection alternatives analyses, safety assessments, vehicular detection systems, Opticom system provisions, and signal interconnect considerations for various crossing types including enhanced pedestrian crossings and school flashing beacons.

On-Call Consultant Services Procurement Revised 05/10/2024

A4: INTERSECTION/SIGNAL DESIGN

The Ada County Highway District (ACHD) will select consultants in the following Intersection/ Signal Designs:

• Intersection Design – Prepare intersection design plans that include roadway widening or other appropriate modifications to potentially include bicycle lanes, sidewalks and pedestrian ramp design along with turn lane length calculations and associated tapers. The consultant may be required to perform capacity and intersection alternatives analyses, determine lane requirements and storage/taper lengths, and perform safety analyses. Intersection design also includes the preparation of signage, pavement marking, and construction traffic control plans.

• Signal Design – Prepare traffic signal plans showing the location of signal poles, signal heads, signal controllers, service pedestals and other necessary appurtenances for appropriate signal operation for intersections, enhanced pedestrian crossings (including but not limited to pedestrian signals, pedestrian hybrid beacons, and yellow flashing beacons), or school flashing beacons. Other requirements include appropriate vehicular detection (based on District guidance), Opticom system provision, and signal interconnect considerations.

Signal plans shall also include the signal phasing diagram, all signs relevant to signalized intersection operation, and the conduit and conductor schedule.

All designs shall conform to the Manual on Uniform Traffic Control Devices (MUTCD) as well as all applicable ACHD supplements to the Idaho Standards for Public Works Construction (IS-PWC) and the ACHD Policy Manual.

Minimum Requirements: All firms applying in this Service Sub-Category must provide documentation demonstrating their compliance with the following minimum requirements:

• Registration as a professionally licensed engineer (PE) in the State of Idaho
