About this opportunity

The City of Lancaster, Pennsylvania is seeking bids for the Recycling Center Baler Replacement Project (Solicitation #2025-20), which involves removing the existing Excel EX62 baler and installing a new Excel EX63 horizontal baler with an Excel Model 4815 infeed conveyor at the city's Recycling Drop-Off Center located at 850 New Holland Avenue. The project is partially funded through a Department of Environmental Protection Act 101, Section 902 Municipal Recycling Program Development and Implementation Grant. Bids will be received electronically through PennBid until September 12, 2025, at 11:00 AM, with the contract time commencing ten days after the Notice to Proceed and substantial completion expected by June 30, 2026. The city will evaluate bids based on multiple criteria, including not just price, but also contractor qualifications, past performance, service quality, and ability to handle project volume. Bidders must provide comprehensive documentation including experience questionnaires, subcontractor lists, insurance certificates, and demonstrate compliance with state and federal regulations such as the Steel Products Procurement Act and Prevailing Wage Act.

The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though bidders must comply with nondiscrimination policies prohibiting discrimination based on race, gender, creed, color, sexual orientation, and gender identity. Contractors will be required to provide performance and payment bonds equal to 100% of the contract price, with liquidated damages of $1,000 per calendar day for completion delays. While no specific incumbent vendor is mentioned, the project requires US-manufactured components and adherence to strict technical specifications for the baler. The contract includes comprehensive worker protection requirements, including compliance with Pennsylvania labor laws and prevailing wage rates. Though a specific budget range is not explicitly stated, the project involves the purchase and installation of specialized recycling equipment, suggesting a potentially significant investment for the city's recycling infrastructure.
