Summary of 8-C3 Specifications for AWWTP South Train Screenings Improvements Project

This comprehensive specification document outlines the technical requirements for the City of Lancaster, Pennsylvania's Advanced Wastewater Treatment Plant (AWWTP) South Train Screenings Improvements Project. The project consists of furnishing all labor, materials, equipment, and incidentals for the installation of two mechanical bar screens, screenings washer-compactors, stainless steel slide gates, and concrete channel modifications within the existing South Train screen house. The work is divided into two prime contracts: General Construction (Contract 2025-19-01) and Electrical Construction (Contract 2025-19-02). Online bids are due on April 29, 2026, at 11:00 AM via PennBid, with a mandatory pre-bid conference scheduled for April 9, 2026, at 1:00 PM at the AWWTP facility located at 1220 New Danville Pike, including a site tour. The project is structured as lump-sum pricing for the General Construction contract and includes specific unit prices for potential structural repairs. The contract duration commences ten days after the Notice to Proceed, with substantial completion expected by June 30, 2026, and includes a one-year manufacturer's warranty for equipment.

The project is funded in whole or in part with federal monies obtained through PENNVEST from the U.S. Environmental Protection Agency via the Drinking Water State Revolving Loan Fund (CFDA number 66.468). The City will evaluate bids based on multiple criteria beyond price, including contractor qualifications, past performance, service quality, and ability to handle project volume. Bidders must comply with the Steel Products Procurement Act, prevailing wage requirements, and all applicable federal and state labor laws. The successful contractor must provide performance and payment bonds equal to 100 percent of the contract price, with liquidated damages of $1,000 per calendar day for completion delays. The specifications emphasize maintenance of plant operations during construction, requiring the contractor to schedule work to prevent disruption to the 24-hour-per-day, seven-day-per-week treatment facility. Critical requirements include phased construction sequencing, temporary bypass pumping systems, quality assurance testing, comprehensive training of Owner personnel, and detailed operation and maintenance documentation upon project closeout.

B. Type of Contract:

1. Project will be constructed under coordinated, concurrent multiple contracts. See Section 01120 "Multiple Contract Summary" for a list of multiple contracts, a description of work included under each of the multiple contracts, and the responsibilities of Project coordinator.

1.6 WORK SEQUENCE

A. Critical Elements for Maintenance of Treatment Plant Operations (MOPO):

1. The Lancaster Advanced Wastewater Treatment Plant (AWWTP) is operated 24 hours a day, seven days a week. The existing facility will be maintained in continuous operation by the Owner at all times during the entire construction period. The Contractor shall schedule and conduct their work such that it will not impede any part of the treatment process, create potential hazards to operating equipment and/or personnel, reduce the quality of the plant finished water, or cause treatment process upsets. It shall be the Contractor’s responsibility to ensure complete compatibility with the facility operations in their working schedules and sequenced construction activities.

2. The existing South Train Screen House receives flow from the Maple Grove Interceptor and Main Pump Station. These flows must be redirected downstream of the South Train

Lancaster, Pennsylvania 01110 - 3 Bid Submittal

Screen House to allow for work in the dry for concrete work in the South Train Screen House screen channels.

3. All wastewater entering the grit channel downstream of the South Train Screen House must be passed through a bar screen with maximum 1-1/4-inch openings to protect down-stream equipment.

4. The existing Parkson AquaGuard mechanical screen in the South Train Screen House is assumed to be incapable of handling the peak flow to the South Train Screen House without the use of Screen Channel No. 2 with manual screen. Screen Channel No. 2 is capable of handling the peak flow alone.

5. The AWWTP experiences highly variable flows due to combined sewer flow. Bypassing of the South Train Screen House should be planned during dry periods to the extent pos-sible to minimize the quantity of flow necessary to convey.

6. The AWWTP SCADA system must be continuously in operation.

7. Flow from the Main Pump Station must be metered and metering signal provided to the local area PLC.

B. Sequence of Construction – General

1. In order to maintain continuous plant operations during construction, a phased construction sequence shall be required. Specific constraints and steps are outlined and are intended to suggest a sequence for specific activities. This sequence shall be coordinated with the Owner and the Engineer and submitted for approval.

2. The detailed sequence of construction shall be based upon the schedule submitted by the and approved by the Engineer as specified above. However, as a guide for bidders in the preparation of their bid and schedule, a suggested sequence of construction is described below for specific portions of the work. The suggested sequence of construction is intended to minimize time in which bypass pumping is required. The Contractor may alter the sequence as approved by the Engineer, providing plant operations are maintained.

3. The order of construction shall be subject to the approval of the Engineer; such approval or direction, however, shall in no way relieve the Subcontractors’ responsibility to perform the work in strict accordance with the Contract Documents. The construction plans and specifications have been developed to minimize the construction impacts on the operation of the AWWTP. The Subcontractors shall note the requirements of this Section with regard to the operation of the facility and the phasing of construction when developing their work sequence. The Contractor’s work sequence must be specifically detailed in the required schedule.

4. The following work sequence provides for completing the construction of the project within the requirements of the Owner’s plant operation and schedule limitations. It does not intend to cover any sequences necessitated by the actual construction methods. This is a partial outline only. Portions of the work not specifically itemized must be scheduled by the Contractor in accordance with the requirements of the approved construction sequence. The Contractor is required to account for all details in formulating their own complete plan for implementation of the project.

Lancaster, Pennsylvania 01110 - 4 Bid Submittal

5. Some of the tasks below may overlap one another in performance of the work. Numerical and alphabetical identification of the tasks does not necessarily conform with actual order of construction. Some tasks may be able to be performed in parallel.

6. Preliminary Sequence of Construction:

a. Install the 24” tap, plug valve, and standpipe on the Main Force Main Meter Pit bypass as shown on Civil drawings. Coordination with Owner and Engineer is required if temporary shutdown of Main PS pumps is necessary.

b. Install piping to direct flow from the Main Force Main to the grit channel just downstream of the South Train Screen House.

c. Install the temporary manual bar screen in the grit channel upstream of the vortex grit removal system as shown on the Civil drawings.
