About this file
This is an Exhibit A document supporting multiple solicitation notices from the City of Lancaster, Pennsylvania for various municipal infrastructure and service projects. The document outlines five distinct projects: the Recycling Center Baler Replacement Project (Solicitation #2025-20), the Backflow Prevention and Cross Connection Control Program Development (due 4/7/2026), the Bike Share Program (due 4/17/2026), the Central Market Industrial Fan Cooling System Design and Installation Project (due 4/17/2026), and the Advanced Wastewater Treatment Plant South Train Screenings Improvements Project (Solicitation #2025-19, due 4/29/2026). The AWWTP project requires installation of two bar screens, screenings washer compactors, slide gates, and concrete channel work and involves two prime contracts for general construction and electrical work. A mandatory pre-bid conference for the AWWTP project is scheduled for 1:00 PM on April 9, 2026, at the facility with a site tour to follow. Non-mandatory pre-bid conferences are scheduled for the other projects between April 1-8, 2026. All proposals must be submitted electronically through PennBid in PDF format, with proposals remaining effective for 60 calendar days from opening unless delayed by governmental agency approval, bond sales, or grant awards, in which case they remain effective for 120 days.
The projects are subject to compliance with the Steel Products Procurement Act, prevailing wage requirements, and all applicable federal and state nondiscrimination laws. The AWWTP project will be funded in whole or in part through federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency via the Drinking Water State Revolving Loan Fund (CFDA 66.468). The 2026 ADA Curb Ramps Project is being funded in part through a Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD). The Recycling Center Baler Replacement Project is partially funded through a Department of Environmental Protection Act 101, Section 902 Municipal Recycling Program Development and Implementation Grant. All successful bidders must provide performance and payment bonds equal to 100% of the contract price, with liquidated damages of $1,000 per calendar day for completion delays. Award decisions will be based on the lowest responsible bidder determination, which considers not only price but also contractor qualifications, past performance, service quality, financial resources, and ability to handle project volume.
