About this file

This is a Supplementary Conditions document for the Advanced Wastewater Treatment Plant (AWWTP) South Train Screenings Improvements Project in Lancaster, Pennsylvania, prepared by CDM Smith in March 2026. The project involves furnishing all labor, materials, equipment, and incidentals for the installation of two bar screens, screenings washer compactors, slide gates, and concrete channel work within the existing screen house at the South Train of the City's AWWTP. The work is divided into two prime contracts: General Construction and Electrical. Bids will be received online through PennBid until April 29, 2026, at 11:00 AM. A non-mandatory pre-bid conference will be held on April 9, 2026, at 1:00 PM at the AWWTP's Control Building, followed by a site tour. The contract time commences ten days after the Notice to Proceed, with substantial completion expected by June 30, 2026.

The City of Lancaster will determine the lowest responsible bidder based on multiple evaluation criteria beyond price alone, including quality of services, bidder responsiveness, past performance, contractor integrity, compliance with public policy, and financial and technical resources. The project is funded in whole or in part through federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency via the Drinking Water State Revolving Loan Fund (CFDA 66.468). Contractors must comply with the Steel Products Procurement Act, requiring that any steel products used be produced in the United States, with at least 75% of costs for mixed-origin products derived from U.S. sources. Prevailing wage rates established under Pennsylvania's Prevailing Wage Act apply to all workers. Performance and payment bonds equal to 100% of the contract price are required. The supplementary conditions address retainage schedules, insurance requirements naming the City and CDM Smith as additional insureds, warranty obligations from equipment manufacturers for one year from substantial completion, and compliance with Pennsylvania environmental, labor, and non-discrimination laws.
