About this file

No Parking Signage Guidelines

This document is a procedural guideline issued by the City of Lancaster Bureau of Police and Department of Public Works establishing standards for posting and enforcing no parking signage throughout the city. The guidelines establish minimum requirements that must be met for parking restrictions to be legally enforceable through ticketing or towing. The posting party is responsible for compliance with all requirements, and failure to meet these standards will prevent enforcement activities at work sites. The document provides detailed specifications for signage placement, advance notice requirements, and documentation procedures.

The guidelines require use of two types of signs: enforcement signs (red and white signs issued by the Police Bureau) and informational signs (8.5" x 11" paper signage with specific restriction details). All signage must be posted at least 48 hours in advance of the proposed restriction with actual dates and times reflecting when restrictions become legally enforceable. Posters must complete all required information on informational signs, initial and date them with posting time, and email photographs of signs, work areas, and vehicles with registration plates to constructionparking@cityoflancasterpa.gov. Signs must be mounted on existing signposts or wooden poles at heights between 4 and 7 feet above ground level; posting on trees is prohibited. For city block-wide restrictions, enforcement signs and informational signs must be posted together within 25 feet of each intersection, with enforcement signs at maximum 100-foot intervals and informational signs at maximum 50-foot intervals. For designated smaller work zones, enforcement and informational signs must be posted at each end with the same interval requirements between endpoints. The City of Lancaster retains final determination regarding whether enforcement will commence based on the acceptability of signage posting.

NO PARKING SIGNAGE GUIDELINES

CITY OF LANCASTER

BUREAU OF POLICE & DEPARTMENT OF PUBLIC WORKS

The following guidelines shall be used in posting and enforcing all No Parking signage in the City of Lancaster. The party responsible for posting signage is responsible for ensuring the minimum requirements set forth in this document are met. Failure to meet these requirements will prevent ticketing and/or towing enforcement from occurring at any work site.

I. Signage Signage shall consist of two signs—Enforcement Signs (larger red and white signs, as issued by the Police Bureau) and Informational Signs (standard 8.5” x 11” paper signage with specific details of the restriction). In general, Enforcement Signs are used for ticketing/towing purposes, and Informational Signs are used to inform the residents and visitors of details of the parking restrictions. Use of both signs is required.

II. Posting Requirements Posting of signage shall be made at least 48 hours in advance of the proposed restriction. Signage may not be back-dated or posted for immediate restriction, and must reflect the actual date(s) and time(s) when the restriction(s) would be legally enforceable. Posters must follow the instructions on the Informational Sign, including completing ALL required information, initialing and dating the sign, including the time posted. A picture must be emailed of the signs, work area, and vehicles (with registration plates) to constructionparking@cityoflancasterpa.gov. Failure to follow this protocol will result in failure to enforce the work zone restrictions. Signs may be posted on existing signposts or wooden poles, but may not be posted on trees in any manner. If necessary, the party posting signage is responsible to provide temporary posts, barrels, or channelizers. All signs shall be posted between 4’ and 7’ above ground level.

III. Posting Distances and Work Zone Posting Details If posting for an entire city block (typically road or utility construction):

Within 25’ of each intersection, Enforcement Signs and Informational Signs shall be posted together. Between these endpoint locations, Enforcement Signs are required at maximum 100’ intervals and Informational Signs are required at maximum 50’ intervals. Every Enforcement Sign shall be accompanied by an Informational Sign. Informational signs may be used as often as desired to make the restriction obvious to passersby.

If posting a designated work area (typically smaller work zones at properties, etc):

At each end of the work zone, Enforcement Signs and Informational Signs shall be posted together. Between these endpoint locations, Enforcement Signs are required at maximum 100’ intervals and Informational Signs are required at maximum 50’ intervals. Every Enforcement Sign shall be accompanied by a Informational Sign. Informational signs may be used as often as desired to make the restriction obvious to passersby.

IV. City Determination of Acceptability of Posting The City of Lancaster has final determination on whether enforcement shall commence or not.

I. Señalización
