About this file
This is a technical specifications document for the City of Lancaster, Pennsylvania's 2026 ADA Technical Specifications project, comprising 93 pages of detailed construction requirements for ADA ramp and sidewalk installation related to city paving projects. The project encompasses replacement of ADA ramps and sidewalk installation across multiple street locations within Lancaster, including work on N-S Plum Street, E. Chestnut Street, W James Street, Euclid Avenue, E James Street, E Ross Street, High Street, N. Shippen Street, Laurel Street, S. Christian Street, and N. Queen Street. The specifications detail work sequencing requirements, including a mandatory ten working day completion window for all physical work (excavation, concrete, seeding, paving) at each ramp location, subject to liquidated damages for non-compliance. Contractors must provide pre-construction photographic and video documentation of existing conditions, submit applications for payment on prescribed forms with weekly payroll certifications, and maintain detailed project schedules using Microsoft Project software. The document includes comprehensive sections on site preparation, utility protection under Pennsylvania Act 287, erosion and sedimentation control, earthwork, trenching and backfilling, concrete work, paving and surfacing, storm drainage, and detectable warning mat installation.
The specifications establish stringent requirements for contractor performance, including mandatory compliance with PennDOT Publication 213 traffic control standards, restriction of work to one street side at a time to maintain pedestrian access, and removal of oversized construction equipment from streets daily. Contractors must employ qualified construction schedulers with minimum five years of experience, coordinate with utility companies per Pennsylvania Underground Utility Line Protection law, and obtain PennDOT-certified flagmen or police officers for work outside regular hours at the contractor's expense. The contract requires third-party testing and inspection services, video documentation of all work areas before and after completion, and restoration of seeded areas regardless of location. Material specifications reference PennDOT Publication 408 standards for aggregates, concrete, bituminous paving, and other products. The document addresses temporary erosion and sedimentation control, including silt fence, compost socks, inlet protection, and temporary seeding requirements. Final cleanup obligations include sweeping and removing stains from paved areas, raking landscaped areas, and removing all waste materials and construction facilities from the site. Payment provisions specify that costs for tests, inspections, storage, transportation, utility services, traffic control, and erosion control are included in contract prices with no additional compensation allowed.
