Technical Specifications Summary

This document is a technical specification file for the City of Lancaster, Pennsylvania's Traffic Signal Upgrade Equipment and Related Materials Procurement (Contract B820-26-05). The project involves furnishing and delivering PennDOT-certified traffic signal equipment and materials to the City of Lancaster Traffic Bureau at 750 Fairview Avenue for subsequent installation by city forces. The work encompasses twelve line items including controller modifications, signal cable, vehicular signal heads (both three and four-section configurations), LED countdown pedestrian signal heads, retrofit modules, backplates, video detection systems, and conflict monitor units in varying channel configurations. Specific quantities range from one to 2,000 units depending on the item type. The contractor must coordinate delivery operations to minimize disruption to adjacent businesses, residences, and traffic flow, maintain compliance with City of Lancaster parking regulations, obtain necessary signage approval from the police department with 48-hour advance notice, and provide comprehensive video and photo documentation of all materials and work areas before and after completion.

Payment applications must be submitted in four copies on city-approved forms and include contractor certifications regarding prior payment application compliance, passage of title free of liens, and conformance with contract documents. All costs for mobilization, demobilization, bonds, insurance, overhead, profit, and material transportation are included in unit price bids. The contractor must use Excel software for payment applications and submit drafts for approval prior to final submission. Submittal procedures require all documents in PDF format uploaded to a shared Microsoft Teams folder, with sequential numbering protocols and contractor approval stamps mandatory before engineer review. Materials must be transported and stored according to manufacturer instructions with proper protection for weather-sensitive items, and all PennDOT-certified equipment must comply with Pennsylvania Department of Transportation specifications, including Publication 408/2026 and relevant MUTCD standards. The contract closeout process includes a structured sequence of inspections, punch list completion, substantial completion certificates, and final payment processing contingent upon submission of as-built documentation in both PDF and hardcopy formats.

RFIs shall not justify a cost increase in the Work or a change in the Project schedule.

1. Answered RFIs shall not be construed as approval to perform extra Work.
