About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is soliciting sealed bids on renovation of the first floor west suite of the Ottawa Building in Lansing under File No. 171/26231.ABG, with bids due October 21, 2026 at 2:00 p.m. ET via the SIGMA VSS electronic system. A mandatory pre-bid walk-through is scheduled for October 7, 2026 at 1:00 p.m. ET at the project site (611 W Ottawa Street, Lansing, MI 48933), followed by an optional site tour at 1:30 p.m. ET. Michigan offers a 10% SDVOB (Service-Disabled Veteran-Owned Business) pricing preference to eligible bidders with required documentation (DD214 or VA Rating Decision Letter, proof of 51% or greater ownership by one or more service-connected disabled veterans, and legal proof of business ownership); NVBDC certification may substitute under certain conditions.
The scope encompasses renovation of approximately 14,787 square feet of the first floor's 28,146 square feet total, including demolition and reconstruction of office spaces, conference rooms, and flexible workspaces; refurbishment of an existing kitchenette; installation of new carpet, wall paint, ceiling tiles, and light fixtures; and alterations to electrical, mechanical, and HVAC systems (including four new VAV boxes with DDC controls integration). Work must comply with the 2021 Michigan Building Code, 2023 National Electrical Code, and prevailing wage requirements. Construction is scheduled to commence in November 2026 with substantial completion required within 90 calendar days of Notice to Proceed.
Bids must include a Bid Summary Form with base proposal amount, a Bid Schedule incorporating a $50,000 provisionary allowance, 5% bid security payable to the State of Michigan (certified or cashier's check, money order, or bid bond), and proof of State Project Registration from the Department of Labor and Economic Opportunity. Apparent low bidders must submit a CPM or Bar Chart pre-award schedule and subcontractor list within specified timeframes. Bids remain open for 60 calendar days after opening. Liquidated damages are $500 per day after substantial and final completion dates. Questions are due October 14, 2026 at 2:00 p.m. ET. Addendum 1 clarifies HVAC controls, electrical receptacle specifications, sprinkler remediation, and ceiling work scope (new 2×4 grid and tile in new rooms; existing grids remain in open areas). Prospective bidders must obtain a SIGMA Vendor Number prior to submission. Contact David Moss at Colliers Engineering and Design (David.moss@collierseng.com) or Bret Ford for inquiries.
