About this file
This Addendum #1 document, issued by the State of Michigan Department of Technology, Management and Budget (DTMB), provides clarifications and responses to bidder questions raised during the mandatory pre-bid walk-through held on October 7, 2026, for the Ottawa Building-SIGMA Move to First Floor renovation project (File No. 171/26231.ABG). The project encompasses renovations to the west side of the first floor of the Ottawa Building located at 611 W Ottawa, Lansing, Michigan, including removal of existing walls and doors and installation of new walls, doors, and transoms for new offices and conference rooms. Construction is scheduled to commence in November 2026 with substantial completion required within 90 calendar days of the Notice to Proceed. Bids were due on Wednesday, October 21, 2026, at 2:00 pm via electronic submission on Sigma-VSS. The bid package requires submission of a Bid Summary Form with base proposal amount, acknowledgment of addenda, and a Bid Schedule including a provisionary allowance of $50,000.00. The contractor is responsible for 100% on-site supervision, obtaining all required permits from DLARA and other agencies, scheduling inspections, and performing work only between 6:00 am and 6:00 pm, Monday through Friday, unless written permission is granted for extended hours or weekend work.
The project scope includes specific responsibilities delineated among the winning contractor and the State's flooring contractor, with the winning contractor responsible for removing existing carpet and base while the State contractor handles floor preparation and installation of new flooring and base. Key clarifications address controlled split receptacles requiring additional wire pulling to panels and controls, HVAC controls integration with existing DDC systems per sheet M600, sprinkler head deficiency remediation, and ceiling work specifications including new 2x4 grid and tile in new rooms with existing grids remaining in open areas. An asbestos report will be provided to the winning bidder, though no asbestos is known to be present. Liquidated damages of $500 per day apply after both substantial and final completion dates. Prevailing wage rates per the State of Michigan are required, and contractors must comply with all special project procedures including soil erosion and sedimentation control, demolition/remodeling procedures, and hazardous materials protocols outlined in the project specifications.

TO ALL PROSPECTIVE BIDDERS:
THE PURPOSE OF THIS MEMORANDUM IS TO ANSWER QUESTIONS RAISED DURING THE PRE-BID
WALK THROUGH CONDUCTED ON WEDNESDAY, OCTOBER 7, 2026:
GENERAL CLARIFICATIONS / RESPONSE TO BIDDER’S QUESTIONS
1. Question: Is the LVT and vinyl base replacement also being covered by the flooring contractor that will be hired by the State or only the carpet scope.
Answer: The carpet tile, LVT, and rubber base will be covered by the State and their contractor will be installing.
2. Question: The plans for demolition and replacement for ceiling tile and grid systems note more scope of work to be completed than what was noted at the walk through. Please advise the expected ceiling scope and provide any markups, if possible, for amendment to the plans.
Answer: Existing ceiling grid and tile is to remain in open areas. New rooms to receive new 2x4 grid and tile. Existing grid is to remain and tiles above new ceilings in new rooms are to be removed for access to mechanical.
3. Question: The plans call for only a few light fixtures to be replaced and that all others be serviced, but comments from the walkthrough imply an increase in the number of fixtures to be replaced. Please advise if the notes on the drawings are to be followed for pricing or if there is a revised scope for lighting to reflect otherwise.
Answer: Notes on the drawings are to be followed for pricing.
4. Question: Keynote P7 on Sheet E101 states that all existing receptacles are to be replaced with controlled split receptacles. This requires a complete rewire to accommodate the control of half of the new receptacles. Is split control wiring available at the existing outlet locations, or will additional wire pulling to panels and controls be required for the listed outlets.
Answer: As directed by the customer, controlled split receptacles shall be required. Additional wire pulling to panels and controls shall be required for the listed outlets.
5. Question: Please identify the existing building automation/DDC system manufacturer and the State’s current controls contractor for the Ottawa Building. Please confirm whether the HVAC controls work shown on M101/M401 is to be included in the contractor’s base bid or whether this work will be performed by the owner’s existing controls contractor.
