About this file

This is an informational document issued by the Department of Technology, Management and Budget (DTMB) of the State of Michigan regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program. The document outlines Michigan's commitment to supporting veterans with service-connected disabilities who participate in state contracting opportunities. No specific products, services, project overviews, quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms are detailed in this informational sheet, as it serves as a general guidance document rather than a solicitation for a specific contract.

The SDVOB Preference provides a 10% pricing preference to eligible businesses when bidding on State of Michigan contracts. To claim this preference, bidders must indicate their SDVOB status and submit required documentation, including a DD214 or equivalent proving military service and discharge conditions, proof of service-connected disability through a DD214 or VA Rating Decision Letter, and legal proof of business ownership. Alternatively, National Veterans Business Development Council (NVBDC) certification may be accepted under certain conditions. Qualified businesses must be 51% or more owned by one or more veterans with a service-connected disability, as defined under 38 USC 101(16). The state does not pre-certify businesses as SDVOBs and does not accept federal CVE database or SBA VetCert certifications for this preference.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
