About this opportunity

The Mississippi Oil and Gas Board is requesting bids for contractor assistance with plugging, remediation, and reclamation of orphaned wells under IFB RFx No. 3160008150, with proposals due August 24, 2026 at 4:00 p.m. CDT and a mandatory pre-bid site inspection July 30–31, 2026. Build America, Buy America Act requirements mandate that all materials and products be produced in the United States.

The scope covers ten orphaned well sites in Adams and Walthall Counties, including the Hogue No. 1, Roseland No. 1, and eight Fernwood Lumber and related wells. Work includes site access preparation, remediation, NORM surveys, cement plug installation at specified depths (including 100-foot cement plugs at the base of the Underground Source of Drinking Water with verification by tagging or alternative 200-foot plugs), casing removal and cutting, well cap installation, and complete site reclamation. All work must comply with Mississippi Oil and Gas Board regulations and the Infrastructure Investment and Jobs Act Orphan Well Program. Contractors must remove and dispose of liquids from production vessels and equipment and restore locations by filling and leveling per Statewide Rule 28. Change orders are permitted only for unforeseen significant downhole problems agreed upon in writing before work commences, with price adjustments made through fixed-price adjustment, Time and Materials rates, or cost allocation methods specified in the contract.

The contract is firm fixed-price, turnkey. Bidders must submit individual plugging and remediation plans for each well, separate unit pricing for each well, and a total project bid, all subject to MSOGB approval before work commences. Minimum qualifications require five years of experience in orphaned well plugging and remediation services and a valid Mississippi business license. Insurance requirements include Workers Compensation, Commercial General Liability of $1–2 million, Pollution Liability of $2–4 million, and Motor Vehicle coverage of $1–2 million. The contract period runs October 7, 2026 through September 30, 2027. Funding derives from a Formula grant to the MSOGB under the Infrastructure Investment and Jobs Act from the U.S. Department of the Interior. Questions are due August 7, 2026. Anticipated award notification is September 1, 2026. Contact Morris Welch, Compliance Inspector Team Lead, at (601) 576-4925 or mwelch@ogb.state.ms.us.
