About this file

This is Amendment No. 1 to an Invitation for Bid (IFB) issued by the State Oil and Gas Board of Mississippi for contractor assistance with plugging, remediation, and reclamation of orphaned wells under IFB RFx No. 3160008150. The amendment corrects the original bid solicitation issued July 15, 2026, which listed only two of nine well sites; the amendment now includes all nine wells situated in Adams and Walthall Counties. The scope of work encompasses nine orphaned oil wells requiring site remediation, plugging, casing removal, and reclamation services. The wells include Hogue No. 1 and Roseland No. 1 in Adams County, and seven wells in Walthall County (Fernwood No. 1, Fernwood Lumber No. 2, Fernwood Lumber Co. No. 3, Fernwood Lumber Co. No. 6, Doster A. No. 1, Fernwood Lumber No. 27-15, and Fernwood Lumber Co. No. 8). Well depths range from 6,384 feet to 10,646 feet with Underground Source of Drinking Water (USDW) depths ranging from approximately 1,225 feet to 2,825 feet. Proposals were due August 24, 2026, at 4:00 p.m. CDT, with a mandatory pre-bid site inspection conducted July 30-31, 2026. Anticipated award notification is September 1, 2026, with contract performance running October 7, 2026, through September 30, 2027.

The contract is firm fixed-price and turnkey, with bidders required to submit individual plugging and remediation plans for each well, separate unit pricing per well, and a total project bid for Mississippi Oil and Gas Board approval before work commences. Minimum contractor qualifications include five years of experience in orphaned well plugging and remediation services and a valid Mississippi business license. Insurance requirements include Workers Compensation, Commercial General Liability of $1–2 million, Pollution Liability of $2–4 million, and Motor Vehicle coverage of $1–2 million. All materials and products must comply with Build America, Buy America Act requirements and be produced in the United States. Change orders are permitted only for unforeseen significant downhole problems agreed upon in writing before work commences. Funding derives from a Formula grant to the Mississippi Oil and Gas Board under the Infrastructure Investment and Jobs Act from the U.S. Department of the Interior. Questions regarding the bid were due August 7, 2026, with inquiries directed to Morris Welch, Compliance Inspector Team Lead, at (601) 576-4925 or mwelch@ogb.state.ms.us.
