About this file

This is a well file documentation for the Fernwood Lumber Co. No. 3 well (API # 23-147-20029) related to the Mississippi Oil and Gas Board's orphaned well plugging and remediation project. The Mississippi Oil and Gas Board is soliciting bids under IFB RFx No. 3160008150 for contractor assistance in plugging, remediating, and reclaiming ten orphaned well sites located in Adams and Walthall Counties, Mississippi. The scope of work encompasses site access preparation, remediation activities, NORM surveys, cement plug installation at specified depths (including 100-foot cement plugs at the base of the Underground Source of Drinking Water), casing removal and cutting, well cap installation, and complete site reclamation in compliance with Mississippi Oil and Gas Board regulations and the Infrastructure Investment and Jobs Act Orphan Well Program. A mandatory pre-bid site inspection is scheduled for July 30–31, 2026, with proposals due August 24, 2026 at 4:00 p.m. CDT. Anticipated award notification is September 1, 2026, and the contract period runs from October 7, 2026 through September 30, 2027. Questions regarding the bid must be submitted by August 7, 2026.

The contract is firm fixed-price and turnkey, requiring bidders to submit individual plugging and remediation plans for each well, separate unit pricing for each well, and a total project bid, all subject to Mississippi Oil and Gas Board approval before work commences. Change orders are permitted only for unforeseen significant downhole problems agreed upon in writing before work commences. Minimum qualifications require five years of experience in orphaned well plugging and remediation services and a valid Mississippi business license. Insurance requirements include Workers Compensation, Commercial General Liability of $1–2 million, Pollution Liability of $2–4 million, and Motor Vehicle coverage of $1–2 million. Build America, Buy America Act requirements mandate that all materials and products be produced in the United States. Funding derives from a Formula grant to the Mississippi Oil and Gas Board under the Infrastructure Investment and Jobs Act from the U.S. Department of the Interior.
