About this file

This is a well file documentation package related to a state contract opportunity issued by the Mississippi Oil and Gas Board for orphaned well plugging, remediation, and reclamation services. The Doster A. No. 1 well (API # 23-147-20041) is one of ten orphaned well sites located in Adams and Walthall Counties that are subject to the bidding opportunity. Proposals are due August 24, 2026 at 4:00 p.m. CDT, with a mandatory pre-bid site inspection scheduled for July 30-31, 2026. The contract is firm fixed-price and turnkey, with a performance period from October 7, 2026 through September 30, 2027. Contractors must submit individual plugging and remediation plans for each well, separate unit pricing, and a total project bid, all requiring Mississippi Oil and Gas Board approval before work commences. The scope of work includes site access preparation, NORM surveys, cement plug installation at specified depths (including 100-foot cement plugs at the base of the Underground Source of Drinking Water), casing removal and cutting, well cap installation, and complete site reclamation in compliance with Mississippi Oil and Gas Board regulations and the Infrastructure Investment and Jobs Act Orphan Well Program.

Bidders must meet minimum qualifications of five years of experience in orphaned well plugging and remediation services and hold a valid Mississippi business license, with required insurance coverage including Workers Compensation, Commercial General Liability of $1-2 million, Pollution Liability of $2-4 million, and Motor Vehicle coverage of $1-2 million. The contract is funded through a Formula grant to the Mississippi Oil and Gas Board under the Infrastructure Investment and Jobs Act from the U.S. Department of the Interior. Build America, Buy America Act requirements mandate that all materials and products be produced in the United States. Change orders are permitted only for unforeseen significant downhole problems agreed upon in writing before work commences. Questions must be submitted by August 7, 2026, with anticipated award notification on September 1, 2026. Interested parties should contact Morris Welch, Compliance Inspector Team Lead, at (601) 576-4925 or mwelch@ogb.state.ms.us for additional information.
