About this opportunity

The City of Jackson, Michigan is seeking qualified contractors for a comprehensive demolition project at 1234 S. Elm Street, with quotes due on January 9, 2025, at 9:00 AM. The project involves complete demolition services, including hazardous materials abatement in strict compliance with MIOSHA and DEQ regulations, as identified in the pre-demolition compliance survey. Specific deliverables include removing the existing structure, abating asbestos from windows, HVAC duct wrap, and floor coverings, removing trees and brush, installing new curb and gutter, replacing sidewalks, and planting a 2-inch caliper maple street tree. The demolition is structured as a winter work project with a phased completion schedule: 70% of the contract will be billable upon completion of demolition, tree and brush removal, and winter grading by March 28, 2025, with the remaining 30% payable after final site restoration, including concrete work, topsoil, seeding, and straw installation by May 22, 2025. Contractors must be registered with SAM.gov and possess a Residential Builders License or House Wrecking Maintenance and Alteration Contractor license.

The contract opportunity does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The project covers a 1,568 square foot residential property and anticipates an average cost not exceeding $15,000 for hazardous material abatement and demolition. Contractors will be subject to liquidated damages of $1,000 per calendar day for work not completed within specified timeframes. The project requires comprehensive documentation, including manifests, demolition checklists, and itemized billing with specific cost categories. All demolition debris must be transported to a state-licensed Type II or Type III landfill, with contractors required to provide manifests as proof of proper disposal. The City reserves the right to reject any and all bids, and the project is federally funded through a Community Development Block Grant (CDBG) program. The total project budget appears to be consistent with typical municipal demolition and site restoration projects, with a focus on comprehensive site preparation and environmental compliance.
