About this opportunity
The City of Jackson, Michigan, is seeking a comprehensive demolition and site restoration contract for a property located at 112 E. Wilkins Street. This procurement opportunity requires a qualified contractor to perform complete demolition services, including hazardous material abatement in strict compliance with MIOSHA and DEQ regulations. The project scope encompasses removing a 1,400 square foot residential structure, addressing asbestos-containing materials identified in the pre-demolition survey, removing trees and brush, installing new street trees, and performing extensive site grading and infrastructure modifications. Specific deliverables include removing one curb cut, installing 20 linear feet of curb and gutter, replacing 40 linear feet of public sidewalks, and ensuring neighboring water and sewer services remain operational. The project is structured as a phased winter work demolition with two billing stages: 70% payment upon completion of initial demolition and site work by March 14, 2025, and the remaining 30% due upon final grading, topsoil, seeding, and straw placement by May 22, 2025. Bids are due by January 10, 2025, at 9:00 AM, with a total estimated contract value not to exceed $15,000.
Contractors must be registered with SAM.GOV and possess either a Residential Builders License or House Wrecking (R) Maintenance and Alteration Contractor license. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the procurement appears to be open to qualified contractors meeting the specified licensing and regulatory requirements. The project requires comprehensive documentation, including manifests, demolition checklists, and itemized billing with specific cost breakdowns for asbestos abatement, greening costs, and demolition. Liquidated damages of $1,000 per calendar day will be assessed for delays beyond the specified completion dates. All demolition debris must be transported to a state-licensed Type II or Type III landfill, with contractors required to provide disposal receipts. The project involves removing chain link fencing, a retaining wall, driveway, concrete pads, and all debris, with precise landscaping specifications including planting Japanese Lilac, Cleveland Pear, and Maple trees in designated locations. The procurement suggests a comprehensive urban renewal initiative focused on site preparation, restoration, and infrastructure maintenance.
