About this opportunity

The City of Detroit, Office of Contracting and Procurement, on behalf of the Office of Development and Grants and the Office of the Chief Financial Officer, is procuring independent internal auditor services for the Community Development Block Grant-Disaster Recovery (CDBG-DR) Program through a Request for Proposal (RFP 542775). The primary deliverables include at least two comprehensive audits annually, with the first audit due in June 2026 and the second due in December 2026, with all reporting required within four months of expected deadlines. Services must comply with Generally Accepted Auditing Standards (GAAS), Generally Accepted Governmental Auditing Standards (GAGAS), the Single Audit Act of 1996, and Title 2 Code of Federal Regulations Part 200 (Uniform Guidance). The contractor will provide documented findings and recommendations for improvements, monitor and assess organizational risks and controls, review compliance with state and federal policies, report on fraud detection and prevention, and ensure timely posting of reports to the CDBG-DR website. Qualified respondents must demonstrate a minimum of three years of experience providing similar auditing services on projects of comparable scope and size, and must report directly to the Office of the Chief Financial Officer. Proposals will be evaluated on a 100-point scale using five criteria: Relevant Experience (20 points), Organizational Capacity including key staff and resumes (20 points), Strength of Proposal (20 points), Past Performance (20 points), and Cost Proposal and Personnel Fee Schedule (20 points). A pre-proposal conference is scheduled for February 17, 2026, via virtual Microsoft Teams, with questions due by February 27, 2026, at 3:00 p.m. Eastern Time, answers distributed by March 9, 2026, and proposals due March 16, 2026, by 3:00 p.m. Eastern Time through the EUNA Bonfire Supplier Portal.

The City of Detroit strongly encourages proposals from HUD Section 3 Certified Entities, Women-Owned Enterprises, Minority-Owned Enterprises, State of Michigan Certified Disadvantaged Business Enterprises (DBE), and Detroit-based certified businesses, including Detroit Headquartered Businesses, Detroit Resident Businesses, Detroit Small Businesses, and Detroit Micro Business Concerns, with evidence of current City of Detroit Civil Rights Inclusion and Opportunity (CRIO) certification required at submission. Detroit Equalization Credits of up to 10 additional points are available for prime contractors and subcontractors meeting designated business criteria. Joint Ventures and Mentor Ventures meeting specified eligibility criteria are also encouraged to apply. The contract is funded entirely through CDBG-DR grant funds allocated to the City by the U.S. Department of Housing and Urban Development following the 2023 Presidential Major Disaster Declaration (FEMA #4757 for Michigan Severe Storms, Flooding and Tornadoes), as authorized by the Disaster Relief Supplemental Appropriations Act, Public Law 118-158, with no local matching funds required. The contract term is twelve months from the date of award, with potential renewal contingent upon Detroit City Council approval and signature by the Chief Procurement Officer. All invoices must be submitted through the City of Detroit Oracle Vendor Portal with NET 30 payment terms, contingent upon receipt of a Standard Purchase Order and City Council approval. The specific contract award value or budget range is not disclosed in the RFP documentation, though respondents must submit detailed line item project budgets with firmed and fixed pricing for the entire contract duration with no escalation provisions.
