About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 6 seeks renovation of four transitional residences—three in Hampton, Virginia and one in Norfolk, Virginia—with proposals due October 14, 2026. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS 236118 (Residential Remodelers), foreclosing competition outside that pool.
Place of performance is Hampton, VA and Norfolk, VA. The estimated construction magnitude is between $2,000,000 and $5,000,000 under a firm-fixed-price contract. Performance must begin within 15 calendar days of Notice to Proceed and be completed within 365 calendar days including submittal work.
Scope includes comprehensive renovation across 26 construction divisions: concrete, masonry, metals, carpentry, roofing, windows, finishes, plumbing, HVAC, electrical, and site improvements. A Hazardous Materials Inspection Report identifies asbestos-containing materials in window caulking and flat roof areas, lead-based paint affecting approximately 14,500 square feet, and elevated mold in basement and upper floors requiring professional abatement prior to renovation work. The contractor must install 7-foot chain-link fencing around each property, establish a clean room with shower for demolition and asbestos removal, and provide two on-site personnel for Site Safety and Health Officer and Quality Control Manager/Superintendent duties. Cost-loaded scheduling requires no task to exceed 20 days; BIM is not required.
Contractor must comply with Davis-Bacon Act prevailing wage rates (ranging from $12.14 to $52.06 base wage depending on trade classification), Buy American construction materials requirements with domestic content thresholds, and workers' compensation and general liability insurance with $500,000 minimum coverage. Performance and payment bonds require a bid guarantee of 20% of bid price or $3,000,000, whichever is less.
Evaluation follows Lowest Price Technically Acceptable methodology with price as the most important factor; technical capability and past performance, evaluated based on work completed within the last five calendar years (September 1, 2021 forward) per CPARS records, are significantly less important than price. Technical proposals are limited to 20 pages and must address General Qualifications and Project Management Plan. Mandatory organized site visits occurred September 9–10, 2026. Amendment 0002 (October 2, 2026) extended the due date from October 12 to October 14 and provided government responses to requests for information. Offerors must complete VAAR clause 852.219-75 (VA Notice of Limitations on Subcontracting—Certificate of Compliance) or face immediate rejection.
