About this file
This document is a Government Responses to Requests for Information (RFIs) and Questions for Solicitation 36C246R0085, Amendment 0002, concerning the renovation of four Transitional Residence properties. The solicitation involves comprehensive renovation work at three primary locations: Stockley Gardens (TR-1), an unnamed second property (TR-2), and the Ireland property (TR-3), with associated scope spanning exterior repairs, interior renovations, mechanical and electrical system upgrades, and hazardous materials abatement.
The government clarified critical evaluation and submission requirements, including that past performance will be evaluated based on work completed within the last five calendar years (beginning September 1, 2021) with records reviewed through CPARS; offerors without CPARS evaluations may not be evaluated favorably. The proposal due date was extended under Amendments 0001 and 0002. Key technical requirements confirmed include: delegated design for exterior steel fire escape stairs, structural evaluation to current code standards, and top landing placement at the third-floor level directly under the window. For the Ireland property, the existing garage must be converted to a bedroom, with the government responsible for coordinating cable television relocation. Hazardous Materials Inspection Reports prepared by SITEX Environmental (dated June 5, 2025) containing asbestos, lead-based paint, and mold survey information will be provided in bid documents. Additional requirements confirmed include 7-foot chain-link fencing with fabric around each property, a clean room with shower for demolition and asbestos removal, cost-loaded scheduling with no tasks exceeding 20 days, two personnel per site for SSHO and QCM/Superintendent duties, contractor responsibility for special inspections, commissioning, testing, and weekly photo documentation. BIM is not required, and temporary utility shutdowns may occur with VA coordination.

SOLICITATION 36C24626R0085
590-24-450 Renovate Transitional Residences RFIs/Questions
NO. QUESTION GOVERNMENT RESPONSE
1 Past Performance Recency Period - Section 8.1 states that emphasis will be placed on recent, relevant past performance within the last five (5) calendar years, beginning September 1, 2021. Some prospective offerors may have highly relevant renovation projects of similar scope, size, and complexity that were successfully completed approximately six (6) to seven (7) years ago.
Would the Government consider relevant past performance completed within the past seven (7) years when determining an offeror's past performance rating? Alternatively, would the Government consider expanding the stated five-year recency period to seven (7) years to allow consideration of additional relevant construction experience?
No, five years was selected as an objective constraint for what past performance would be considered recent.
2 Ongoing/Substantially Complete Projects - For purposes of determining recent and relevant past performance, will the Government consider ongoing construction/renovation projects that are substantially complete but have not yet reached final contract completion?
For example, would an ongoing renovation project that is at least seventy percent (70%) physically complete and has sufficient performance history available for evaluation be considered recent and relevant past performance?
If so, please confirm whether the Government may consider available performance information and/or contact references such as the Contracting Officer, COR, Project Manager, project owner, prime contractor, construction manager, or other client representative with direct knowledge of the contractor's performance to date.
The Government will be reviewing records available in CPARS for the evaluation of past performance.
3 Offerors Without CPARS - Section 2.1 states that submission of Past Performance information is not required and that the Government will review information available in CPARS. Section 8.2 further provides that the Government may investigate other sources, including Government databases and interviews with Government or private-sector project references.
For offerors that do not have CPARS evaluations available for all relevant projects, may the offeror voluntarily provide a limited list of recent and relevant Federal, State/local government, and/or private-sector project references for the Government's consideration?
Additionally, for projects performed by the offeror in a subcontractor role, please confirm whether the Government may consider past performance information provided by project owners, prime contractors, construction managers, project managers, or other client representatives who have direct knowledge of the offeror's performance.
If permitted, please clarify where this information should be submitted and whether it would count toward the twenty (20)-page Technical Proposal limitation
The Government will be reviewing records available in CPARS for the evaluation of past performance. With regard to the absence of past performance information in CPARS, the solicitation states, "An offeror without a record of relevant past performance or for whom information on past performance is not available may not be evaluated favorably or unfavorably on past performance."
4 Proposal Due Date Extension - Considering the proposal requirements, subcontractor/vendor coordination necessary to develop complete pricing for the four project locations, and the high volume of construction procurement activity associated with the Federal fiscal year-end period, would the Government consider extending the current proposal due date of October 2, 2026?
If an extension is acceptable, we respectfully request that the Government consider providing an additional two (2) weeks for proposal preparation and submission.
The due date and time for offers has been extended under Amendment 0001. It's also extended again under Amendment 0002 with the release of these responses to questions.
SOLICITATION 36C246R0085 AMENDMENT 0002 GOVERNMENT RESPONSES TO RFIs/QUESTIONS
5 Additional Site Visit / Site Walk - Due to the scope of renovation work across four (4) separate Transitional Residence locations and the importance of accurately assessing existing conditions for demolition, hazardous material coordination, architectural, MEP, roofing, and site work, would the Government consider scheduling an additional organized site visit/site walk prior to the proposal due date?
If an additional Government-organized site visit is not anticipated, please advise whether prospective offerors may request access to the project locations for an additional site walk coordinated through the Contracting Officer.
The site visits were scheduled and included in the original solicitation. Those site visits have already been held. No further site visits are planned at this time
6 Spec section 05 51 00 appears to require a delegated design for the exterior steel stairs. Correct. The fire escape TR-1.
7 Does the government have the expectation that the delegated design will evaluate the structural adequacy and capacity of the existing steel stairs to conform to current code imposed structural loads?
YES
8 Graphically, on drawing 1-AE201, the extent of the new steel stairs to the third level appears to terminate at the eave line of the existing roof. Keynote #2 on 1-AE201 states to “extend fire escape to third floor window”. Yet, graphically, the stairs are not shown to extend to the window. What is the government’s expectation with regards to the termination of the new steel stairs? Are the steel stairs required to literally extend to the 3rd floor window and beyond the limit shown on drawing 1-AE201?
The top landing of the stair should be at the level of the 3rd floor, directly under the window.
9 If the extent of the new steel stairs in #1.b above is to be provided to the extent shown on the drawing 1AE-201, how do the escaping occupants transition from the window to the new steel stairs?
See response above
10 The existing steel fire escape on the Stockley Garden property (TR-1) exhibits peeling paint and rusting areas. Is the contractor required to scrape the peeling paint and rust areas and repaint the existing fire escape structure?
VEG recommends paint and rust be removed and stair be repainted, VA to confirm
11 Keynote #4 on 1-AD111 on the Stockley Garden property (TR-1) requires the ceiling to be repaired along the exterior wall due to water damage. However, the drawings do not address the damaged wood wall paneling below it. What repairs or replacements are the contractors required to provide for this area?
Contractor to repair and/or replace any elements damaged by water in the area indicated
12 Spec section 02 82 11 – 1.1.B.1 makes reference to ACM, LBP and Mold Survey” prepared by SITEX Environmental, Inc, dated June 5, 2025 yet the solicitation documents to not include this report. We request the government provide us with this report for our edification with regard to the presence of asbestos.
Hazardous Materials Inspection Report was provided to the VA with the 90% submittal Documents. This should be included in the Bid Documents.
13 The drawings do not indicate the locations where asbestos is present in the properties. How are the bidders expected to quantify the existing ACMs?
Hazardous Materials Inspection Report was provided to the VA with the 90% submittal Documents. This should be included in the Bid Documents.
14 The drawings do not indicate the locations where lead paint containing items are present in the properties. How are the bidders expected to quantify the existing items containing lead paint and required to be removed/abated?
Hazardous Materials Inspection Report was provided to the VA with the 90% submittal Documents. This should be included in the Bid Documents.
15 The Ireland property (TR-3) requires the existing garage area to be finished out and converted to a Bedroom. See Responses below
16 Will the existing fire sprinkler system main & branch piping remain and be exposed to view or is there an expectation that it will be removed and concealed behind the new drywall? We do understand that the riser assembly will be existing to remain and will be enclosed within a new chase assembly noted by keynote #10 on 3-
AE111.
If branch piping cannot fit above ceiling or within the provided chase, relocate pipe to be above ceiling or within the chase.
17 Is it expected that the existing fire alarm panel in the current garage area to be relocated to make way for the new bathroom fixtures and equipment? If so, where is the new location for the fire alarm panel.
Relocate FACP to north wall of corridior C-102 in line with front door.
18 Will the existing pull down stairs to access the attic area remain. It is absent on the Reflected Ceiling Plan C6/3- AE111 and seem to indicate it is to be removed.
Stair to remain, VA to confirm (YES)
19 The existing double-4” siding on the Ireland property (TR-3) is no longer available. We can provide a single 4” siding but will not meet the requirement to match existing. Additionally, matching the existing color of the siding is impossible and is not practical. Will the government consider a contrasting siding color & siding style on the front elevation where the garage door will be removed and the opening filled in?
Valhalla recommends one of 3 options: 1) clean existing siding, match the profile and repaint new siding to match existing.
2) Re-side the lower level of the front of the house after garage door in infilled 3) Re-side entire house. VA to confirm direction for bidding purposes. VA Response: Provide a single 4" siding to best match existing.
20 The Ireland property (TR-3) contains a TV cable that runs laterally across the back of the house and will interfere with the new exterior door to be installed off the kitchen. Please confirm that the government will be responsible with coordinating the relocation of the cable with the TV cable provider since the contractor does not have a contractual relationship with the cable provider and the Contractor is not responsible to have any costs for this item in our proposals.
Government will be responsible with coordinating the relocation of the cable with the TV cable provider.
21 On the Stockley property (TR-1) Keynote #5 on drawing 1-AD111 requires the door & frame to be removed and replaced. The door schedule on AE611 does not provide for a new transom.
See Resonses below
22 a) Please confirm the existing transom is to be removed but a new transom will NOT be required and the transom area above the new door and frame is to be filled-in.
Transom is to be replaced with the door and frame. Size and style of the transom to match existing.
23 b) If transom area is to be removed, please provide an infill detail or specify exterior finish. See response above 24 Can the government confirm that each of the three properties and the lots that the dwellings are located are entirely owned by the federal government and thereby local building code enforcement & permits are outside local municipal code enforcement jurisdictions?
Government will confirm that each of the three properties and lots that the dwellings are located are entirely owned by the federal government.
25 Does the Stockley Gardens property fall under any local historic or overlay districts? If so, will the contractor be required to obtain a Certificate of Appropriateness (COA) through the Architectural Review Board before making exterior alterations?
No
26 Drawing 1-AE111 requires the roof on the garage of the Stockley Garden property (TR-1) to be replaced. It is highly likely that we will not be able to match the color and source of the existing slate for replacement and will not match the slate on the existing house. Is it acceptable to replace the garage roof with slate that is the best match in color range as is commercially available?
VA TO RESPOND, this may have SHPO impact. Valhalla believes providing a best match is acceptable. (VA concur)
27 Replacing the roof material will require new flashing at wall intersections which will require the removal of existing siding or exterior finishes. In some cases, removed materials may be damaged. Will it be acceptable to replace in-kind and match materials as close as possible?
Replacing damaged materials may have to be approved on a case by case basis if the existing material is no longer available.
28 The detached garage at the Stockley Gardens property requires a new roof per the drawings. There is a large tree which will need to be limbed significantly in order to gain clear access to the roof. Will the contractor require the services of an arborist to advise on the removal of the limbs? If the tree needs to be removed entirely to facilitate work, would that be allowed?
Refer to Note 1 on 1-LD101
29 Some interior finishes in the Stockley Gardens property appear to be historic (e.g. detailed woodwork, tin ceilings).
Renovation action in some areas will disturb these historic finishes. Will the contractor be required to salvage these materials for reinstallation, or will the contractor be allowed to replace in-kind?
Contractor should salvage when possible/practical. Some replacement will be necessary, materials and designs to be approved prior to installation.
30 Where masonry repointing is called for, will the contractor be required to match historical mortar mix or simply match color with commercially available mortar mixes?
Valhalla recommends only matching color. (VA concur)
31 How can we decipher the codes in the Equipment Schedules on drawings 2-AE111 thru 4-AE111 and also on drawings 1-AE211 thru 4-AE211. In particular, we do not understand the codes the far right-hand column of the schedules.
CC = Contractor Supplied, Contractor Installed, VC = VA Supplied, Contractor Installed.
32 In the RFP, Page 11, € states that “No demolition is to begin unless all new materials needed to complete the work are in the contractors possession). With the extensive demolition and the amount of new materials needed for each trade, it would be almost impossible to have each trade to have all materials needed. Also, where would the materials be stored? Please confirm this will not be a requirement.
All materials are not required to be on site before demolition and materials that are stored on job site must be secured.
33 Spec Section 01 00 00 H. states that a 7 foot high chain link fence is to be placed around each entire site. Also the paragraph states “fabric” is to be used. Please confirm a 7 foot chain link fence with fabric is to be erected around each property.

35 Spec Section 01 00 00 H. states the existing Fire Protection and Fire Alarm is to be maintained in operating condition. With a new Fire Alarm System and a new Sprinkler System being installed, the existing systems will need to be shut down and removed prior to new construction. Please confirm the existing systems will not need to stay in operating condition during construction.
Code does not require the existing system to remain active during construction, VA to confirm requirement for this project.
36 Will a “Fire watch” person be needed at any time during construction and if so, for what period of time? Code does require Fire Watch for unoccupied buildings. VA to confirm requirement for this project.
37 Spec Section 01 00 00 J. states all utilities to stay in service during construction. This can’t be done with some utilities, such as electrical. The electric service will need to be locked out while electricians work. Please confirm some utilities can be shut down if needed for construction.
Temporary utility shut downs to be coordinated with the VA ahead of time.
38 Please confirm all furniture will be removed by the Government prior to Construction. YES 39 Spec Section 01 00 00 D states to submit a SWPPP Plan. Since there are 4 different sites and none of the sites individually have the required footage to need a SWPPP plan, can you confirm the plan will be needed. If so, has the VA already begun the process with the DEQ?
SWPPP is not required but Contractor will adopt, implement, monitor, and maintain sitewide BPM’s including erosion and sedimentation control, run off, pollution, and soil stabilization as related tour work activities.
40 Please confirm a NPDES Permit is required. YES 41 Will the contractor be required to maintain the grass cutting and watering after completion of work? If so, for what time period?
Upon acceptance and approval of all close out documents.
42 For bidding purposes, please confirm temporary heating and air conditioning will be required. Contractor will need to maintain conditioned work areas.

ACM, LBP and Mold Survey prepared by SITEX Environmental will be provided.
58 The plans do not show Erosion Control Fencing or Stone Construction entrances. All that is shown for Erosion Control is Filtration Socks. Please confirm Filter Socks as shown on the plans will be the only erosion control required.
Based on the scope of the proposed residential driveway improvement a construction entrance and silt fence are not specifically required. Refer to General Note B and C on sheets 1-CG101, 2-CG101, 3-CG101, and 4-CG101 for contractor's responsibility to prevent sediment from leaving the site and entering the public right-of-way during construction.
59 There are references to Sheet CG-103, but that Sheet is not included. Please add Sheet CG-103 and any others that are missing.
