About this file
This is a hazardous materials survey report for the Hampton Veterans Administration Transitional House located at 1200 Stockley Gardens, Norfolk, Virginia 23517. The survey was conducted by SITEX Environmental, Inc. on April 28-29, 2025, and prepared for Valhalla Engineering Group, LLC in anticipation of planned demolition and/or renovation activities.
The survey identified asbestos-containing materials (ACM) in window caulking on the first, second, and third floors (approximately 75 windows total) and garage windows (7 windows), with chrysotile asbestos detected at concentrations ranging from 1-5% to 5-10%. Lead-based paint (LBP) was found extensively throughout the structure, affecting approximately 14,500 square feet across interior and exterior components including walls, ceilings, door casings, window casings, baseboards, staircase components, and porches. Estimated quantities of LBP ranged from 4 square feet to 2,500 square feet per component. Mold air sampling revealed elevated fungal spore concentrations, particularly on the basement (2,538 Count/m³) and third floor (4,146 Count/m³), with problematic mold types including Aspergillus/Penicillium and Stachybotrys detected at levels exceeding industry standards. The survey also identified assumed asbestos materials in a flat roof (approximately 150 square feet) and braided wiring throughout the basement (estimated 1,500 linear feet). Recommendations include hiring licensed contractors for ACM removal using wet manual removal methods, lead paint stabilization within negative pressure containment, and comprehensive mold remediation with proper decontamination protocols prior to any renovation or demolition activities.
