About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 6 seeks a contractor to remove and replace a 120-ton auxiliary chiller at Building 3 of the Fayetteville VA Medical Center, along with replacing two 250 gpm pumps in an adjacent mechanical room. The new chiller must be the same capacity as the existing unit and fully integrated with the facility's existing Building Automation System using BACNET-compliant controllers with hard-wired data points for start/stop, status, and alarm functions. All work must comply with VA master specifications, National Fire Protection Association standards, and Underwriters Laboratories requirements, with low-voltage control wiring installed in blue conduit and all graphics and alarming updated on the Tridium Direct Digital Control Supervisor located in Building 35. The original solicitation required sealed bids due on January 26, 2026, with a pre-bid site visit scheduled for December 23, 2025, and questions due by January 2, 2026. The contract was awarded on a Firm-Fixed-Price basis with a 120-day performance period and a 6-month project completion requirement following the Notice to Proceed.
This solicitation was designated as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside, requiring the winning contractor to be certified in the SBA database with subcontracting limitations capping non-SDVOSB firm payments at 75 percent of contract value for this special trade construction project. Four offerors submitted bids at the January 27, 2026 bid opening, with Acro Construction LLC submitting the lowest bid at $678,000.00, followed by Panacea Construction Group at $709,518.00, Riley Contracting Group at $764,600.00, and Cross Equity LLC at $922,460.00. The project magnitude falls between $250,000 and $500,000, with performance to take place at 2300 Ramsey Street, Fayetteville, North Carolina 28601, located outside of Building 3 in an adjacent mechanical room. The contract specialist is Michael Proctor of VISN 6 NCA, reachable at (804) 675-5000, extension 4093, with Zachary Swavely serving as the Contracting Officer's Representative. No specific chiller manufacturer was mandated; however, all equipment must meet Buy American requirements and satisfy the technical specifications outlined in the solicitation documents.

Are there any ICRA requirements for this project? Work will be completed inside a mechanical room and outside Building 3. Dust generation must be kept to a minimum. It is not anticipated that negative air, sticky mats, plastic barriers, or similar would be required.

What is the physical size of the new chiller? If bigger than existing, does the VA want to increase the size of the concrete pad or provide steel framing? Contractor to utilize the current concrete pad. If contractor s proposed chiller exceeds the size and capacity of the current concrete pad, contractor will be responsible for any demolition and construction at no additional cost to the government. Contractor would have to first seek VA approval to exceed the current footprint as space is a premium.
Please confirm laydown and parking areas to be provided to contractor. Contractor may park in any available parking space at the facility. Laydown, if necessary, would be as directed by the COR. Assume the laydown area would be at the southeastern end of the facility, near the back gate.

If the contractor mobilizes on site and the VA reschedules, this would be added cost. This question is unclear as to why multiple mobilizations are required. Contractor will provide the VA a proposed schedule and both parties will work towards those dates. Contractor will be responsible for submitting utility outage requests weeks before the desired date.
Scope states that the pumps be programed into the BAS Pumps can not be programed that have existing ( Old ) drives. Should drives be replaced. If so, are there specs? If pumps are independently controlled, then they should have new drives. Otherwise, new pumps to be controlled by the new chiller.

The VA expects the two circuits to be reused with the replacement chiller unless only one circuit is required. Contractor to ensure adequate amperage is available for their proposed chiller. If second circuit isn t required for new chiller, contractor to properly abandon circuit in place.
Will submittals be required on all products and approved? Yes.
Types of materials can fusion piping be used? No. Welded steel is appropriate. See specification section 23 21 13 Hydronic Piping.
