About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is soliciting firm-fixed-price construction services to reconfigure existing administrative spaces within the VA Southern Nevada Healthcare System's Outpatient Surgery Department into standardized general-purpose examination rooms. The project scope includes installation of six new lavatories, relocation of two existing lavatories, mounting of seven exam lights across seven rooms, and reconfiguration of one large exam room into two smaller exam spaces, along with associated plumbing, electrical, HVAC, wall modifications, and fire alarm work. Key contract requirements include compliance with VHA Infection Control Risk Assessment (ICRA) standards, prevailing wage rates per Nevada General Decision NV20260038, submission of performance and payment bonds within ten days of notice of award, and submission of a completed SF1442 price proposal with a bid guarantee equal to 20 percent of the bid price or $3,000,000, whichever is less. The government will award the contract to the lowest-priced qualified offeror without conducting discussions; award will be made based on price alone. Critical deadlines include the Requests for Information (RFI) deadline of March 3, 2026 at 14:00 PST, the proposal submission deadline of March 19, 2026 at 14:00 PST, and the pre-proposal site visit held on February 24, 2026 at 13:00 PST.
This solicitation is a 100 percent set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and all offerors must be currently registered on SAM.GOV and certified as eligible SDVOSBs through the U.S. Small Business Administration's Small Business Search website prior to evaluation and award. No specific incumbent contractor is identified in the solicitation materials. The project will be performed at the VA Medical Center located at 6900 North Pecos Road, North Las Vegas, Nevada 89086, with contractor staging and material lay-down occurring in the southeast campus area as designated on the provided site plan. The overall period of performance is ninety calendar days from issuance of the Notice to Proceed, with work staged into four phases, with Phases 1 through 3 requiring completion within one week each under ICRA Level 2 requirements and Phase 4 requiring ICRA Level IV compliance. All contractor personnel must obtain Non-PIV Card security clearance prior to beginning work, requiring 30 to 45 days for processing, and work must be performed between 6:00 PM and 2:00 AM and on weekends to minimize disruption to clinic operations.

Update #1 ·
The VA Southern Nevada Healthcare System (VASNHS) Outpatient Surgery Department provides podiatry, orthopedic, vascular, ear, nose and throat (ENT), and other outpatient surgery services for veteran patients. These services are rapidly approaching their maximum exam space capacity for patient care and require existing administrative spaces to be converted into examination rooms to meet the growing demands. Currently, these existing administrative spaces are not equipped with the proper plumbing fixtures or exam lights needed for clinicians to provide care to veteran patients. Additionally, certain spaces are large and underutilized and would be best divided into two separate exam spaces. To facilitate proper care to the growing veteran population, the VA requires construction services to reconfigure these existing spaces into standardized general-purpose exam rooms.
