About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks sealed bids for complete replacement of an overhead paging system at Dayton VA Medical Center, with bids due August 26, 2026, at 10:00 AM EDT and virtual opening at 11:00 AM EDT the same day. The procurement is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and carries subcontracting limitations under VAAR 852.219-75: general construction contractors may subcontract no more than 85% of government payments to non-certified entities.
Place of performance is the Dayton VA Medical Center campus at 4100 West Third Street, Dayton, Ohio 45428, encompassing 19 buildings (115, 126, 127, 128, 147, 302, 305, 310, 315, 320, 321, 330, 340, 341, 350, 408, 409, 410, and 411). The contractor must remove the existing paging infrastructure and install a distributed network-based system integrating with the facility's Cisco VoIP environment through a VA-approved VPN connection; the system shall not connect through the SDIA. Hardware and software must comply with VA Technical Reference Model standards; Valcom products or fully compatible equivalents are required. The installation involves approximately 815 speakers (ceiling speakers, wall baffles, and horns), independent homeruns for each speaker with no daisy-chaining, and Category 6 plenum cable in pink color. System configuration requires use of Valcom VIP-102B Setup Tool or VA-approved equivalent. The contractor must maintain the existing paging system operational until replacement is tested and accepted, perform phased installation to minimize disruption to patient care, and comply with Infection Control Risk Assessment (ICRA) Level III or Level IV precautions depending on work location. A mandatory Site Safety and Health Officer with current professional certification and at least three years of construction safety experience is required on-site during all work shifts.
Performance period is 180 calendar days from notice to proceed during normal business hours (Monday–Friday, 0800–1630, excluding federal holidays). Contract value is less than $1,000,000. A bid guarantee of not less than 20 percent of bid price and performance and payment bonds within 10 days of award are required. Davis-Bacon prevailing wage rates (General Decision OH20260093 for Montgomery County, Ohio) apply. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors. The PSC code is Z1DA. Mandatory site visit was June 23, 2026; offerors must acknowledge receipt of all six amendments (numbered 0001–0006) prior to bid submission. Questions are directed to Luke A. Turner, Contracting Officer, luke.turner@va.gov. Sealed bids are due at luke.turner@va.gov; virtual bid opening will be conducted via Microsoft Teams (meeting ID 258 644 173 640 253, dial-in +1 872-701-0185).
