About this file
This is a Questions and Answers document clarifying requirements for a VA paging system contract.
The government confirmed that self-amplified speakers are required, not 25/70V speaker lines. All speakers and field devices must be installed on independent homeruns to designated servicing equipment locations, with no daisy-chaining, loop-through wiring, or series wiring permitted. This homerun requirement applies regardless of whether field devices are VoIP endpoints. The paging system will integrate with the VA environment through a VA-approved VPN interface between the phone system paging gateway and paging controller, and shall not connect through the SDIA. Network-connected paging components will connect to VA-approved network infrastructure; offerors are not required to furnish a separate, campus-wide standalone network core but must provide any paging-specific network hardware (such as in-rack switches or appliances) required by their proposed solution. Prior to any connection activation or use on the VA network, contractors must coordinate all devices and configuration requirements with the government and obtain approval of the proposed architecture and VPN configuration. The government indicated it would extend the bid due date to a reasonable timeframe when final information is posted.

Questions and Answers
Are self-amplified speakers being requested, or are 25/70V speaker lines permitted?
Answer:
Yes, we are requesting self-amplified speakers..
The SOW states: “No daisy-chaining, loop-through wiring, or series wiring shall be permitted; each speaker and field device shall be installed on an independent homerun to the designated servicing equipment location.”
Since this is not a VOIP system, will the government confirm home run wiring is not required for each speaker and field device?
Answer:
No. The homerun requirement remains in effect. The Statement of Work states: “No daisy-chaining, loop-through wiring, or series wiring shall be permitted; each speaker and field device shall be installed on an independent homerun to the designated serving equipment location.” This requirement applies to the installed paging system regardless of whether field devices are VoIP endpoints and shall be followed in the final design and installation.
Please extend the bid due date to 08-28-2026.
The Government will extend the due date to what is perceived as reasonable when the final information is posted.
Because this project includes coordination with the Cisco phone system a VPN connected paging gateway and network connected paging controllers the contractor shall coordinate all devices and configuration requirements with the government before any connection activation or the use on the VA network character shall not connect any gateway controller server workstation where software tool to the VA environment until the government has reviewed and approved the proposed architecture and VPN configuration.
The paging platform shall not connect through the SDI a under the statement of work connectivity to the
VA enterprise environment shall be limited to approved VPN interface between the phone system paging gateway and the paging controller in accordance with VA security and network policies.
Will the government please confirm that the system will be on the VA network and that offers are not required to provide new switches for standalone network?
Answer:
The paging system integrates with the VA environment through a VA-approved VPN interface between the phone system paging gateway and the paging controller, and “shall not connect through the SDIA;
connectivity to the VA enterprise environment shall be limited to the approved VPN interface between the phone system paging gateway and the paging controller.” Network-connected paging components (such as the paging gateway and controllers) will connect to VA-approved network infrastructure, and offerors are not required to furnish a separate, campus-wide standalone network core; however, each offeror shall provide any paging-specific network hardware (such as in-rack switches or appliances) required by its proposed solution.
