The Department of Veterans Affairs, Veterans Integrated Service Network 4, seeks a design-build upgrade of Direct Digital Control HVAC controls at Building 1 of Lebanon VA Medical Center in Lebanon, Pennsylvania, with proposals due July 8, 2026 at 3:00 PM EDT. The procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified and verified in both SAM and VetCert, and follows a two-phase competitive process.
This is a two-phase procurement. Phase I, with proposals due June 1, 2026 at 11:00 AM EST (extended to June 29, 2026 at 3:00 PM EDT per Amendment 0005), requires offerors to submit technical approach, technical qualifications including specialized experience and capability, and past performance documentation. The Government will select the top three offerors to advance to Phase II. A mandatory site visit is scheduled for May 8, 2026 at 12:30 PM EST at Building 1 (1700 S. Lincoln Ave, Lebanon, PA 17042). RFI submissions closed May 13, 2026; Amendment 0004 provides responses to 11 RFIs and clarifies specification requirements.
The project involves replacing all Delta Controls building automation system components with Distech Controls equipment integrated onto the campus-wide Tridium Niagara server. Work includes replacing approximately 500 pneumatic steam valves with DDC electronic steam valves and upgrading VAV boxes, fan coil units, and controls across six floors and specialized clinical areas. The contractor must complete design within 60 calendar days and construction within 330 calendar days following Notice to Proceed, with construction beginning by day 120.
Project magnitude is between $1,000,000 and $2,000,000. NAICS code is 236220 (Commercial and Institutional Building Construction). The contractor must retain a certified architect/engineer firm to design the project. Prevailing wage rates apply per WD GDN PA20260093. Buy American construction material requirements apply. SDVOSB limitations on subcontracting cap subcontracting at 85 percent for general construction. Bid bonds, performance bonds, and payment bonds are required. Phase II will introduce three non-priced factors and one priced factor, with award made to best value. All personnel require VA security clearances and badges. Working hours are 0700–1630 Monday through Friday unless prior COR approval is obtained. A full-time Site Safety and Health Officer holding current professional safety certification with at least three years of construction safety experience is required. All workers require OSHA 10-hour Construction Safety training within the past five years; supervisory and competent persons require OSHA 30-hour training.
