About this file

This is a Construction Scope of Work for a Direct Digital Control (DDC) HVAC system upgrade at Lebanon VA Medical Center in Lebanon, Pennsylvania. The project number is 595-26-105, with all submittals due 60 days after Notice to Proceed (NTP) and construction completion required by day 330. Matthew Donmoyer is the Contracting Officer's Representative.

The contractor must replace all Delta Controls building automation system components in Building 1 with Distech Controls equipment integrated onto the existing campus-wide Tridium Niagara server. Work includes replacing pneumatic controls with DDC controls across multiple systems: hot water, chilled water, low-pressure steam heat exchangers, and numerous VAV boxes, fan coil units, blower coils, and radiant heat panels distributed across six floors and specialized areas (Radiology, Kitchen, Laboratory, etc.). The contractor must also replace approximately 500 existing wall radiant heat pneumatic steam valves with DDC electronic steam valves. The BACnet/IP communication infrastructure and network switches are already installed and operational. The contractor shall reuse existing operational end-devices (sensors, switches, etc.) and create a deficiency log for inoperable equipment. All work must comply with NFPA, EPA, and VA requirements, include phased construction to maintain building operations and heating/cooling throughout the project, and be coordinated with hospital staff during normal and after-hours. The contractor must provide comprehensive control drawings, sequence of operations, and submit meeting minutes within three calendar days of each Project Team meeting. Construction must begin by day 120 and all submittals are due by day 60.
