About this file

This document is Attachment 6 of a federal solicitation outlining the evaluation criteria and selection process for refuse disposal innovation proposals at Yokota Air Base.

The evaluation process occurs in two stages. In Step 1, White Papers are reviewed by technological and subject-matter experts against four equally-weighted criteria: Technical/Relevance (how well the solution addresses specified Areas of Interest), Importance to Agency Program (mission criticality), Feasibility (technical and operational viability), and Realism (reasonableness of the rough order of magnitude cost). Selected offerors are then invited to submit full proposals via RFP. Step 2 evaluates proposals using five factors: Technical Merit (detailed assessment of proposed technical approach), Cost/Price (reasonableness of proposed pricing per FAR 15.404, with proposals at the highest end of the funding range only acceptable if they demonstrate capable, innovative solutions with direct mission impact and cost savings or efficiency improvements), Schedule (realism of proposed schedules), and Past Performance (demonstrated ability to deliver similar solutions). Proposals are not compared against each other but rather independently categorized as Recommended, Selectable, or Not Selectable. Recommended proposals receive priority for funding when available. Selectable proposals may be funded if sufficient funds exist and may be prioritized over Recommended proposals to ensure diversity of approaches. Not Selectable proposals should not be funded under any circumstances. The Government reserves the right to fund all, some, one, or none of the proposals submitted or to fund portions of multiple proposals.

ATTACHMENT 6: EVALUATION CRITERIA AND SELECTION PROCESS

The Government will review each White Paper (Step 1) and select the offerors that have the greatest potential to meet the needs of Yokota AB Refuse Disposal requirements based on the AOIs stated in Attachment 1 of the solicitation. Initially, a determination will be made if each offeror is technically qualified, has a comprehensive understanding to provide the innovative service, and if the effort is of further interest to the Government based on the information stated in the White Paper.

• White Paper selection criteria:

o Technical/Relevance: how well the proposed solution addresses specified AOI(s) o Importance to Agency Program: Criticality to mission o Feasibility: technical and operational feasibility of the solution o Realism: realism and reasonableness of the ROM cost

• Relative Importance: All Factors are of equal importance

• Method of Evaluation: Technological and/or other subject-matter expert review

The Government will then determine if/from whom proposals will be requested and invite selectees via RFP to submit. Finally, Proposals will be categorized for decision/award based on totality of the evaluation factors.

Proposals will be evaluated using the following:

Technical Merit: Detailed assessment of the proposed technical approach Cost/Price: reasonableness of the proposed* cost/pricing structure (RFO 15.404)

*Proposals aimed at the highest end of the funding range stated in the RFP will only be accepted if they demonstrate the ability to deliver capable, innovative solutions that directly impact the mission and offer cost savings or improved efficiencies in current processes or procedures.

Schedule: realism of the proposed schedule(s) Past Performance: demonstrated ability to deliver similar solutions

Proposals need not be evaluated against each other since they are not submitted in response to a common performance work statement or statement of work. The government reserves the right to fund all, some, one, or none of the proposals submitted or may elect to fund a portion of each proposal or fund a portion of any mix of proposals under this CSO.

Proposals will be categorized as Recommended, Selectable, or Not Selectable as follows:

Recommended: Proposals are recommended for acceptance if sufficient funding is available and normally are displaced only by other Recommended proposals.

Selectable: Proposals are recommended for acceptance if sufficient funding is available, but at a lower priority than Recommended proposals. A Selectable proposal may require additional development. To ensure a diversity of approaches, a Selectable proposal may be prioritized over a Recommended proposal if the Selectable proposal presents a unique approach unlike any of the Recommended proposals.

Not Selectable: Even if funds were available, the proposal should not be funded.
