About this file

This is an attachment providing the price proposal format requirements for a Commercial Solutions Opening (CSO) competitive solicitation resulting in a Federal Acquisition Regulation (FAR) Part 12 commercial contract.

The price proposal must contain sufficiently detailed pricing information to enable meaningful evaluation and fair and reasonable price determination. Since the procurement is limited to commercial solutions and items, certified costs and pricing data are not required under the Truth in Negotiations Act (TINA), though the Contracting Officer may request additional information beyond certified data if necessary to establish price reasonableness. Offerors must identify any Government property required for work performance and assume a contract start date of October 1, 2027, with proposals valid for 180 days or longer. The offeror bears the burden of proof for establishing price reasonableness and must submit fully supportable proposals with adequate supporting data and attachments.

Price proposals must be prepared in Microsoft Excel format (except pricing narratives) and formatted on 8.5 x 11-inch paper with 1-inch margins, single spacing, and Times New Roman 12-point font using Microsoft Word, Excel, or Adobe Acrobat. The cover sheet must include the company's full name and address, CSO number, point of contact information (name, title, phone, fax), CAGE code, and Unique Entity ID (UEI) number, with the AoI Number and Project Title appearing on all pages. Any exceptions to stated requirements must be clearly identified in the price proposal.

ATTACHMENT 4: STEP 2 PRICE PROPOSAL FORMAT

The price proposal must include pricing information sufficiently detailed for meaningful evaluation of the proposal and determining that the price is fair and reasonable. Since the CSO is limited to commercial solutions, and will result in a RFO Part 12 commercial contract, detailed certified costs and pricing will not be required. Proposal must identify if the use of any Government property in the performance of work is required. For pricing purposes, Offerors should assume a contract start date of 1 October 2027 and proposal must be valid for 180 days or longer.

Since all proposals are considered commercial items, technologies, or services, the requirements of the Truth in Negotiations Act (TINA) are not applicable. However, if the Contracting Officer determines additional information is necessary to support a determination of a fair and reasonable price, other than certified cost and pricing data may be requested.

The responsibility for providing adequate supporting data and attachments lies solely with the offeror. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed prices; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared price proposal.

The offeror shall prepare the Price Proposal (with the exception of the pricing narrative information described below) using Microsoft Excel format. Include the AoI Number and the Project Title on all pages. The offeror shall retain the Excel version of all Price Proposal documents for subsequent submission to the Government should the offeror’s proposal be selected for award.
