About this opportunity
The U.S. Army Corps of Engineers, Portland District, seeks a firm fixed-price Job Order under a Master Ship and Repair Agreement for comprehensive overhaul, maintenance, and repair of the Dredge YAQUINA, with bids due August 21, 2026, at 2:30 PM Pacific Time (as extended from the original August 17 deadline).
No set-aside applies. All overhaul work must be performed at the contractor's facility; the Government will deliver the vessel and conduct dock and sea trials upon completion. Place of performance is the contractor's shipyard; dock and sea trials will be conducted by USACE personnel at the contractor's location. The vessel is a 200-foot trailing arm suction hopper dredge, built in 1980, with a registered gross tonnage of 2,001 long tons and ABS class notation.
The Period of Performance runs December 1, 2026, through February 25, 2027, with a mandatory 30-day continuous drydock period commencing no later than December 8, 2026. Work is divided into Category A (mandatory maintenance and support services) and Category B (optional major repairs including main propulsion, hull coating, anode renewal, suction inlet replacement, and hopper door components). Over-and-above work is available at specified milestones through February 12, 2027, totaling up to 34,000 man-hours. Contractor attendance at a mandatory site visit is required for determination of responsibility and award eligibility; the most recent site visit date announced is August 10, 2026, at Terminal 2, Portland, Oregon. Some site locations require Transportation Worker Identification Certification (TWIC) card access.
Contractor must provide all labor, management, supervision, materials, equipment, and facilities, excluding Government-furnished property (controllable pitch propeller blades, MCH control heads, anodes, sluice valves, sliding pieces, hopper door operating rod, lifting assembly, and hydraulic pump totaling approximately $227,929). Required facility specifications include a drydock with 2,001-ton lift capacity and 70-foot clearance width; a wet berth with 20-foot mean low water depth and 250-foot tie-off distance; and utilities including 100–120 psig compressed air, potable water at 90 psi and 1,200 gallons per day, 480-volt 400-amp electrical power, and steam/chilled water on demand. All work must comply with ABS, USCG, OSHA, 29 CFR part 1915, and USACE EM 385-1-1 standards. Welders must be ABS/USCG-certified; marine chemist certifications are required for gas-free work areas.
Pricing includes Category A line items, Category B line items, over-and-above labor (13,000 fully burdened hours) and materials, daily extension rates for dry-docking and pier-side work, and location adjustments ranging from zero (Portland, Oregon) to $535,597 (San Diego, California) depending on contractor shipyard location. The Government will retain 5% of total contract value as performance reserve until warranty expiration. Service Contract Act wage determinations apply based on the contractor's facility location; wage determinations for Oregon (Multnomah County), Washington (Snohomish County), and Alaska (Kenai Peninsula) are attached. Award basis includes price and price-related factors; unbalanced pricing poses grounds for bid rejection per FAR 14.408-2. Sealed bids must be submitted electronically in Adobe PDF format (price schedule in Excel) to Contracting Officer Ian.K.Lutjens@usace.army.mil and Contract Specialist Jaren.L.Bowman@usace.army.mil. The bid acceptance period is 60 calendar days from bid opening. The contract is rated under the Defense Priorities and Allocations System (DPAS). NAICS 336611 (Ship Building and Repairing); PSC J999 (Non-Nuclear Ship Repair, West).
As of August 27, 2026, three offers have been received and opened: Everett Ship Repair at $6,139,290.72 (matching the Government's Independent Government Estimate); JAG Ketchikan, LLC at $6,863,990.42 (11.8% above IGE); and Vigor Marine LLC at $9,489,779.00 (54.6% above IGE).
