About this opportunity
The U.S. Army Corps of Engineers Portland District seeks overhaul, maintenance, and repair of the Dredge ESSAYONS under a firm fixed-price Job Order via Master Ship and Repair Agreement, with proposals due August 17 and mandatory site visits scheduled July 21, July 28, and August 4 in the Astoria–Westport, Oregon area.
No set-aside applies. All overhaul work is performed at the contractor's facility; the government delivers the vessel and conducts dock and sea trials upon completion. Attendance at one of three site visit dates is mandatory for contractor responsibility determination and award eligibility. Contractors may request alternative dates with five days' advance notice. All attendees must provide personal protective equipment compliant with EM 385-1-1; some locations require a Transportation Worker Identification Certification (TWIC) card. Site visit locations are subject to change based on the vessel's operational dredge season schedule.
The Performance Work Statement requires comprehensive overhaul execution between December 3, 2026 and February 22, 2027, with the vessel delivered by December 7 and maintained in drydock for a minimum 60 continuous days. The contractor must provide a drydock with 7,500 long-ton lift capacity, 108-foot clearance between wing walls, wet berth with 25-foot water depth, and utilities including 100 psig dried air, potable water at 1,200 gallons per day, 175 gpm cooling water, and 1,200 amps at 480V three-phase electrical service. The contractor must submit a Critical Path Method schedule within 45 days, participate in daily production meetings, and maintain an 800-square-foot field office with high-speed internet.
Work includes both mandatory Category A items and pre-priced optional Category B items executable via firm-fixed-price change orders. Government-furnished equipment totals approximately $1.18 million. The contractor must comply with ABS, USCG, EM 385-1-1, 29 CFR Part 1915, 46 CFR, IEEE-45, and NFPA standards. Amendment 0001, uploaded August 10, 2026, replaced DFARS clause 252.204-7020 with 252.240-7997 effective February 2026. The NAICS code is 336611 (Ship Building and Repairing); PSC is J999 (Non-Nuclear Ship Repair West).
