About this file
This is Standard Form 30 Amendment 0002 to Invitation for Bid (IFB) W9127N26BA029, issued by the U.S. Army Corps of Engineers (USACE), Portland District on August 10, 2026. The amendment modifies Section M (Evaluation Factors for Award) to add information regarding the basis for award and location adjustment criteria for the overhaul of the Dredge YAQUINA.
The award will be made via job order against an active Master Ship Repair Agreement (MSRA) issued to the offeror's specific shipyard. To be eligible for award, offerors must hold a current MSRA for overhaul of the YAQUINA with USACE Portland District, or follow instructions in Sections L and M if seeking to establish one. A mandatory site visit is required for a contractor representative to be determined responsible and eligible for award. The job order will be awarded on the basis of price and price-related factors using sealed bidding procedures per FAR 14.101. Bids must conform to specification requirements with no caveats, exceptions, or alternates allowed. The Government will calculate total evaluated price by adding Category A (CLIN 0001) bid prices, Category B bid prices, Over and Above Work prices, and a location adjustment. Location adjustments vary based on the offeror's service location: no adjustment for Portland, Oregon; crew transportation and per diem costs for locations within 300 nautical miles of Portland; and full transportation costs (vessel, crew, equipment) for locations beyond 300 nautical miles, with specified adjustments ranging from $216,406 (Bellingham/Anacortes, Washington) to $535,597 (San Diego, California). Unit prices will be evaluated for fairness, reasonableness, and unbalanced pricing risk per FAR 14.408-2, and bids may be rejected if unbalanced pricing poses unacceptable risk to the Government.

Section M - Evaluation Factors for Award
Miscellaneous text in this section has been added to:
A. BASIS FOR AWARD
The award of the Overhaul of the YAQUINA will be made via job order against an active Master Ship Repair Agreement, issued to the offeror's specific shipyard it is submitting to use. To be considered for the award of the job order that will result from this IFB, the offeror must hold a MSRA for overhaul of the YAQUINA with USACE, Portland District. If a prospective offeror wants to submit a bid for this job order and has not entered into a MSRA for overhaul of the YAQUINA with Portland District, that prospective offeror shall follow the instructions in Sections L and M to be considered for the award of the job order under this IFB. In order for a Contractor to be determined responsible and eligible for award, a representative of the contractor MUST attend a site visit. A site visit is mandatory to ensure all bidders are aware of the current state of the ship and to evaluate the proposed scope of work.
The job order contemplated by this IFB will be awarded on the basis of price and price related factors specific to the tasks in the job order. The Sealed Bidding process shall be used in accordance with FAR 14.101.
NOTE: NO CAVEATS, EXCEPTIONS, OR ALTERNATES ARE ALLOWED. REFERENCE FAR
14.404-2
Rejection of individual bids. BIDS MUST CONFORM TO THE REQUIREMENTS OF THE SPECIFICATION. Should a bidder take exception to a requirement of the solicitation, the bidder must submit a request the specification be amended through ProjNet. Offeror's price for tasks shall represent the best price in response to the IFB. For evaluation purposes, the Government will calculate the overall evaluated price of bids by adding the total bid price for the Category A (CLIN 0001) items, the total bid price for the Category B items, the total bid price for Over and Above Work, and the location adjustment described below. Note: Quantities stated for Category B items, and Over & Above Work hours, days and materials are estimates for job order price evaluation purposes only. The award decision will be made in accordance with FAR 14.408-1. Unit prices shall be evaluated to determine fairness, reasonableness and if unbalanced pricing exists per FAR 14.408-2. If cost or price analysis techniques indicate that a proposal is unbalanced, the Contracting Officer shall consider the risks to the Government associated with the unbalanced pricing.
W9127N26BA0290002
NOTE: A bid may be rejected if the Contracting Officer, determines that the unbalanced pricing poses an unacceptable risk to the Government.
LOCATION ADJUSTMENT
The Dredge YAQUINA'S current FY26/27 operating schedule directs dredging in the Columbia River near Portland/Vancouver prior to entry into and upon departure from the shipyard. The Columbia River is the largest, most dynamic navigation channel and dredging is required throughout the year to maintain adequate depth. The YAQUINA will be the only dredge available in February 2027. The YAQUINA will be required to dredge the Columbia River immediately before and after the shipyard availability. Portland is the homeport for the vessel and the home duty station for crews per union agreement. Therefore, Portland will be used as the reference point for round-trip travel for the purpose of comparing bids. Due to the unknown location of the overhaul and the cost impact associated with the logistical concerns identified below, a location adjustment will be added to every bid to obtain a total evaluated price. The rate will be calculated based on the offeror's location where services will be rendered. Distance will be determined according to the U.
S. Department of Commerce's publication entitled "Distance between United States Ports - 2012 (12th Edition)"
1. If the offeror's location where services will be rendered is in Portland, Oregon, the Government will not add any location adjustment to determine the Offeror's total evaluated price.
2. If the offeror's location where services will be rendered is outside of Portland, Oregon but within 300 nautical miles of Portland, Oregon, the location adjustment will include the Government's estimated cost for crew member transportation; non-crew member transportation and per diem;
and tools and equipment transportation. Offeror's within this range shall contact the Contracting Officer for their specific adjustment amount.
3. If the offeror's location where services will be rendered is beyond 300 nautical miles of Portland, Oregon, the location adjustment will include the Government's estimated cost for dredge vessel transportation; crew member transportation; non-crew member transportation and per diem; and tools and equipment transportation. These locations include but are not limited to the following:
Location Adjustment: Amount:
Alameda/San Francisco, California $372,634
Vallejo, California $308,910
San Diego, California $535,597
Bellingham/Anacortes, Washington $216,406
Everett, Washington $241,264
Seattle, Washington $334,857
