The project encompasses comprehensive modernization of one traction elevator and two hydraulic elevators, including machine room components, cab interiors, door finishes, control systems, safety features, and electrical upgrades in accordance with final bid documents and detailed specifications. Key requirements include submission of a fully loaded cost schedule in CSI Division format, construction safety and infection control plans, shop drawings and product data, OSHA Construction Safety Training certificates for all personnel, and demonstrated expertise in elevator systems modernization. The contractor must employ a full-time Superintendent and dedicated Site Safety and Health Officer, with a Project Manager possessing five years of construction management experience, a BS degree in construction management or engineering, and either Certification for Elevator Technicians (CET) or Project Management Professional (PMP) certification. Evaluation criteria include past performance, compliance with subcontracting limitations, financial management capability, schedule feasibility, and quality assurance measures. The response deadline is March 12, 2026 at 12:00 PM PDT, with the Government having issued amendments on February 20, March 4, and March 10, 2026 to provide site visit information, answer 24 contractor questions, and issue a revised cost breakout template.

This solicitation is designated exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), limiting competition to certified SDVOSB firms. The estimated contract value ranges from $2 million to $5 million for this fixed-price construction project. The work must be completed within 435 calendar days from the Notice to Proceed, with a projected start date of March 31, 2026 and completion date of December 31, 2027, classified as a large-scale construction project requiring comprehensive infection control and safety precautions. Performance will take place at the American Lake Veterans Medical Center in Tacoma, Washington (9600 Veterans Drive S.W., Tacoma, WA 98493), with work scheduled during normal business hours (7:00 AM to 4:00 PM Monday through Friday) with approval required 14 days in advance for any off-hour work. The project is subject to prevailing wage requirements per Pierce County, Washington General Decision WA20260111, and contractors must comply with comprehensive security protocols, data protection rules, VA Handbook requirements, and post-award contractor rules of behavior. Upon project completion, the contractor must provide three sets of as-built CAD drawings, approved shop drawings, operations and maintenance manuals, spare parts listings, system demonstration, and training coordination with VA operations and maintenance staff, plus maintain one-year parts and labor warranty.
