About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is soliciting bids for the demolition and replacement of the existing Friendship House facility in Oklahoma City, Oklahoma. The project requires a contractor to furnish all equipment, materials, labor, supervision, and quality control for demolishing approximately 6,892 square feet of existing house and 4,674 square feet of storage buildings, then constructing a new 11,550 square foot, two-story wood-framed building with a partial basement to accommodate 24 beds. The current facility has serious structural deficiencies and fire code violations that limit occupancy to only 16 residents, necessitating this complete replacement to meet modern safety standards and increase capacity. The new construction must include comprehensive electrical, mechanical, plumbing, fire protection, IT, and security systems, along with site improvements such as landscaping, sidewalks, perimeter fencing, and a ten-car parking lot. Bids are due September 19, 2025, at 1:00 PM CST, with a bid opening scheduled for 2:00 PM CST the same day, and offerors may participate in the bid opening via teleconference.
This opportunity is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 236220 for Commercial and Institutional Building Construction. The solicitation indicates a contract value magnitude between $5,000,000 and $10,000,000, with the project being classified under the VA's Minor Construction program that has a maximum statutory cost limit of $30 million. The contract performance period is expected to range from 10 to 547 calendar days, and strict subcontracting limitations apply, requiring that no more than 85% of the government-paid contract amount can be paid to non-certified SDVOSBs or VOSBs. Work will be performed at 1140 NW 32nd Street in Oklahoma City, Oklahoma, and the project must comply with prevailing wage requirements under the Davis-Bacon Act. The contractor will also be responsible for extensive asbestos abatement and hazardous material removal, including approximately 150 linear feet of asbestos pipe insulation and over 32,000 square feet of asbestos-containing plaster and drywall surfaces.

New construction includes approximately 11,550 square feet of new facility accommodating 24 beds, including storage space on the existing Friendship House property.
