About this file
This document is a detailed technical specification (Section 32 31 40) for high security fences and gates for the VA 635-418 Replace Friendship House project at the Oklahoma City VA Medical Center. The specification requires a comprehensive high-security fence system from Ameristar, including Stalwart II PU30/P2 Engineered Cable System and Montage Plus Ornamental Steel fence panels with specific performance requirements. Key technical specifications include galvanized steel components, a two-coat powder coating process, and an anti-ram barrier system capable of stopping a 5,070 lb vehicle traveling up to 30 mph.
The document mandates strict installation requirements, including that the installation contractor must have $2 million in general liability coverage, $1 million in commercial vehicle insurance, and provide documentation of manufacturer-specific training for anti-ram systems. The fence system must meet rigorous performance standards for adhesion, corrosion resistance, impact resistance, and weathering, with specific testing methods outlined in the specification. The project includes both motorized sliding gates for vehicle access and hinged pedestrian gates, with all components to be obtained from a single manufacturer to ensure system compatibility and performance.

2.5 FABRICATION
A. Manufacturer’s rails and posts shall be pre-cut to specified lengths.
Post flange shall be pre-punched to accept rail to post and fence panel to post bracket attachment. Post web shall be punched providing a clear opening for interior of rails to align throughout the entire system for affixing conduit, video cabling, IDS wiring, and other components for a complete systems integration. Manufacturer’s rails shall be attached to I-beam post flange providing a bracket-less design at each intermediate post.
B. Fence panel pickets and rails shall be precut to specified lengths.
Pickets shall be inserted into the pre-punched holes in the rails and shall be aligned to standard spacing using a specially calibrated alignment fixture. The aligned pickets and rails shall be joined at each picket-to-rail intersection by Manufacturer’s proprietary fusion welding process, thus completing the rigid panel assembly.
C. The manufactured galvanized anti-ram framework and fence panels shall be subjected to the PermaCoat® thermal stratification coating process
(high-temperature, in-line, multi-stage, multi-layer) including, as a minimum, a six-stage pretreatment/wash, an electrostatic spray application of an epoxy base, and a separate electrostatic spray application of a polyester finish. The base coat shall be a thermosetting epoxy powder coating (gray in color) with a minimum thickness of 2 mils (0.0508mm). The topcoat shall be a “no-mar” TGIC polyester powder coat finish with a minimum thickness of 2 mils
(0.0508mm). The color shall be black. The stratification-coated framework shall be capable of meeting the performance requirements for each quality characteristic shown in Table 1.
