About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is soliciting sealed bids for expansion of Pharmacy and Radiology facilities at Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan, with bids due June 18, 2026, at 1:00 PM EST. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside under 38 U.S.C. 8127, foreclosing competition outside that certified pool.
Place of performance is Iron Mountain, Michigan. The project encompasses approximately 9,500 gross square feet of new construction plus 4,000 square feet of renovation on basement and first floors. Work includes architectural, structural, fire protection, HVAC, plumbing, electrical, earthwork, and site improvements. The contract is firm-fixed-price with a base performance period of 610 calendar days from Notice to Proceed, with two deductive line items reducing scope to 520 and 490 days respectively. The VAAR magnitude of construction falls between $10 million and $20 million. A bid guarantee of 20 percent of bid price (not to exceed $3 million) and performance and payment bonds at 100 percent of contract price are required. Bidders must be certified SDVOSBs registered in the SBA database at bid submission and award; bonding must be provided through SDVOSB entities or SBA/VA-approved Mentor-Protege partnerships.
Distinctive requirements include asbestos abatement of approximately 112 linear feet of piping, infection control risk assessment (ICRA) and pre-construction risk assessment (PCRA) compliance with hard barriers and negative pressurization, blast-resistant design for police service areas with calculations by qualified blast consultants (minimum five years' experience), radiographic examination of specified welds, firestopping by UL or 4991-certified installers with third-party independent inspection, and a Quality Control System Manager holding a degree in engineering, architecture, or construction management with minimum five years' experience (no dual superintendent duties). All personnel require VA PIV badges; day badges issue daily, long-term badges within two weeks. Normal VA business hours are 0700–1630 subject to Contracting Officer's Representative discretion. The facility operates 24/7, requiring coordinated phasing with minimal service disruption. Davis-Bacon prevailing wages apply per Dickinson County, Michigan rates (effective May 18, 2026, with electrician rates $31.75–$33.94 plus $21.73–$21.80 fringe depending on contract value; carpenters $34.01 plus $23.14). All materials comply with Buy American Act per FAR 52.225-11 and 52.225-12; the project is sales-tax-exempt under FAR 52.229-3. The contract includes FAR 52.222-90 (nondiscrimination in DEI activities). Limitations on subcontracting for SDVOSBs are 85 percent for general construction contracts, with material costs excluded. Seven amendments have been issued as of June 16, 2026, extending the due date from June 1 and providing RFI responses, addenda, revised specifications, phasing plans, wage rate updates, and site visit documentation.
