About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a Department of Veterans Affairs construction project. The procurement is an Invitation for Bid (IFB) for the Expand Pharmacy and Radiology minor construction project at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The overall project value falls between $10,000,000 and $20,000,000 and will be awarded as a firm-fixed price contract. The acquisition is justified under 41 USC §3304(a)(1) based on only one responsible source and no other supplies or services satisfying agency requirements.
Four brand-name items are specified for procurement due to standardization requirements and compatibility with existing facility systems: Johnson Controls Exacqvision security camera and monitoring system, Johnson Controls Software House iStar CCure physical security access control system, Siemens Desigo CC building management system, and Johnson Controls Inc (JCI) 4100 ES fire alarm system. Each item requires complete installation, programming, and licensing to match existing equipment and maintain system functionality. The justification states that competing vendors lack programming rights to these systems and that transitioning to alternative manufacturers would compromise existing equipment functionality and create significant costs for staff training, data migration, potential downtime, and ongoing maintenance. Market research was conducted in December 2025 confirming availability from small business authorized distributors on GSA and Vetcert. All items are subject to Buy American clauses and provisions. The document is signed and approved by multiple levels of VA contracting authority with certification dates in February 2026.
