About this file
This is a Revised Phasing Plan for a construction project at Oscar G Johnson VAMC involving the expansion of pharmacy and radiology facilities (Project 585-337). The total project duration is 610 calendar days, divided into four sequential phases with specific duration limits and operational constraints.
Phase 0 (90 days from Notice to Proceed) focuses on project schedule preparation, approval, and submission of necessary submittals and shop drawings. Phase 1 (330 days) encompasses construction of two building additions, relocation and installation of underground utilities, and utility upgrades within the existing facility. Phase 1 is subdivided into three concurrent subphases: 1A—Relocation of Underground Utilities (30 days) with requirements to maintain continuous public access via urgent care or main entrance and install COR-approved signage; 1B—SPS Window Fill and AHU 9 and 23 Ducting (60 days) with brief SPS closure and emphasis on maintaining critical services; and 1C—Penthouse 3334 Construction and Power Routing with advance basement preparations to minimize breakthrough impacts. Phase 2 (120 days) involves breakthrough into the existing facility with major disruption to pharmacy, police, and north-side building areas. Phase 2A (60 days) addresses pharmacy breakthrough and finishing touches while maintaining full pharmacy operations with minimal disruption. Phase 2B addresses police breakthrough and completion of all remaining Phase 2 tasks, coordinated with key stakeholders to minimize operational impact and ensure safety. The plan emphasizes maintaining critical facility operations throughout all construction phases and requires contractor responsibility for public safety and facility signage management.

585-337 Expand Pharmacy and Radiology
Revised Phasing Plan
Oscar G Johnson VAMC
Total Project Duration: 610 calendar days
Phase 0: This initial phase begins with the issuance of the Notice to Proceed. During Phase 0, the team will focus on preparing and approving the project schedule, as well as reviewing and submitting necessary submittals and shop drawings. All activities in Phase 0 must be completed within 90 days of receiving the Notice to Proceed.
Phase 1: Duration – 330 days
Phase 1 encompasses the construction of two building additions, relocation and installation of underground utilities, and upgrades to supporting utilities within the existing facility. The primary objective of Phase 1 is to maximize the construction of new space ahead opening into the additions. All subphases may begin concurrently; however, each is subject to specific duration limits. Contractors will have a designated exterior construction zone, as well as interior spaces B101, B201, B202, and B203. Note that no work is scheduled within Rooms B101 or B201, however they will be available to the Contractor for use at the Start of Phase 1 and shall be restored to the existing condition when the project is complete.
1A: Relocation of Underground Utilities — All underground utilities will be relocated, and the work will be completed within 30 days from the start of Phase 1. During this process, either the urgent care entrance or the main entrance will remain open at all times, ensuring patrons have uninterrupted drive-up, walking, and handicap-accessible entry. The contractor will be responsible for installing and maintaining clear, approved signage to guide visitors throughout the relocation period. All signage must be reviewed and authorized by the Contracting Officer’s Representative (COR) prior to posting.
1B: SPS Window Fill, AHU 9 and 23 Ducting
The SPS window fill, along with the installation of ductwork for Air Handling Units (AHU) 9 and 23, will be completed within 60 days from the start of Phase 1. There will be a brief closure of the SPS to allow for the changeover, ensuring minimal disruption to operations.
Since AHU 23 serves the SPS and is essential to its function, extra care will be taken to maintain critical services throughout the process.
1C: Penthouse 3334 Construction and Power Routing
The contractor will construct Penthouse 3334 and route power to the new penthouse. In the basement area, preparations will be made for contractors to build the additions and complete as much interior work as possible before the breakthrough into existing spaces.
New construction will be strategically scheduled to minimize the scope and impact of breakthrough activities and work within the existing facility.
Phase 2: Duration – 120 days
Phase 2 will incorporate breakthrough into existing facility, major disruption to the Pharmacy, Police, and all other areas on the north side of the building. The intent of phase 2 is to incorporate the new and existing facility ensuring that the final connections are made swiftly and efficiently to minimize disruptions for staff and patrons.
2A: Pharmacy Breakthrough and Finishing Touches
All work related to the pharmacy breakthrough and final finishes will be completed within the first 60 days of Phase 2. Throughout this period, the pharmacy will remain fully operational and occupied, with minimal disruption to daily activities. The transition will be carefully managed to ensure a smooth and seamless experience for staff and patrons.
2B: Police Breakthrough and Remaining Work
The next stage involves the police breakthrough and completion of all remaining tasks associated with Phase 2. This phase will be executed efficiently, coordinating with key stakeholders to minimize operational impact and ensure safety throughout the process.
