About this opportunity

The Department of the Air Force Space Command seeks engineering, furnishing, installation, and testing of a fiber optic communications system at Vandenberg Space Force Base, California, with quotes due September 4, 2026. The procurement is a total small business set-aside with a firm-fixed-price contract valued between $1 million and $2.5 million.

Place of performance is Lompoc, California. The scope includes two 4-inch PVC duct bank installations with one 7-way futurepath innerduct and 48-strand G652D-rated single-mode fiber optic cable spanning approximately 5,280 linear feet from Building 15501 to Mountain View Boulevard, including a 12-inch casing installation under California Highway 1. The contractor must furnish all materials, labor, tools, equipment, and engineering/technical support; obtain an Encroachment Permit and comply with Caltrans specifications for the highway crossing; and place hand holes approximately every 1,000 feet.

NAICS code is 237130 with a small business size standard of $45 million in annual receipts. Performance begins within 10 calendar days of award and must complete within 180 calendar days. Liquidated damages are $930.66 per day of delay. Performance and payment bonds at 100 percent of contract price are required within 10 calendar days of award. The contractor must employ full-time on-site project management, BICSI-certified installers with minimum five years' experience and optical fiber certification, and personnel with Confined Space Training. A mandatory pre-quote site visit occurred August 4, 2026; site visit minutes and attendee roster are available. Requests for information closed August 7, 2026; government responses and RFI documents are posted. All requests for base access were due July 28, 2026. Quotes remain valid through September 30, 2026. Evaluation weighs price, technical capability (5-page narrative and schedule demonstrating understanding and reasonable timeline), and past performance (assessment of up to five relevant projects completed within three years, evaluated for risk and relevance) approximately equally, beginning at the lowest-priced offer meeting technical requirements and considered low risk. Davis-Bacon prevailing wage rates apply. Funds are not presently available; no award will be made until funding is available. The Government reserves the right to cancel before or after the closing date with no obligation to reimburse offerors for costs.
