About this file
This is a Request for Information (RFI) Q&A document issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30, dated 25 August 2026, for solicitation XUMU 20260001A regarding Building 15501 Fiber Optic Communications Installation at Vandenberg Space Force Base, California.
The project requires contractors to install a fiber optic communications system including underground conduit duct bank, fiber optic cable (48-strand single mode G652.D rated), fiber patch panels with LC connections, and splice cases for dropped strands. The contractor must pull 14 AWG tracer wire (1500-foot lengths) through 7-way ducts, with only one tracer wire required if fiber is also installed. All manhole covers must be traffic-rated and constructed of concrete, with no locking lids required. The project includes a 12-inch casing for Highway 1 crossing (approximately 400 feet) and requires boring operations. Working hours are 0700-1630. Acceptable fiber certifications include BICSI, Fiber Optic Association (FOA), Electronics Technicians Association (FOST), Light Brigade, or Corning certification. The contractor is responsible for providing fiber patch panels and enclosures, migratory bird nesting surveys during vegetation removal, environmental monitoring costs, and biologist services. The Government will handle utility marking and underground utility identification through the AF Form 332/103 coordination process. Caltrans permit requirements apply to Highway 1 crossings, including trenchless technology installation with minimum 42-inch clearance, and the contractor must assume all Caltrans permit fees and requirements in their bid. Performance and payment bonds at 100% of contract price are required, with no bid guarantee needed. Controlled Unclassified Information (CUI) compliance and NIST SP 800-171 assessment are not required.

The following responses are hereby provided in response to the Contractor’s RFI:
RFI Q1: 6.3 - What size Tracer wire is required to be pulled in with the 7way duct?
Government Response: 14 AWG for 1500-foot lengths
RFI Q2: 5.1 - Will a Tracer wire be required with the installation of the fiber if one is installed in the duct?
Government Response: No, only one tracer wire is required
RFI Q3: Working hours/Access to B15501
Government Response: 0700-1630
RFI Q4: 5.2 - Do you have a part number u shaped mounting bracket and the rubber grommets you call out for?
Government Response: 5.2 in the PWS for B15501 is discussing the minimum soil coverage. I do not know which bracket or rubber grommets they are referencing.
RFI Q5: 16.2 – Fiber Testing, Power Meter, OTDR and Chromatic in both wave lengths?
Government Response: Power meter, OTDR one strand per twelve or per buffer tube.
RFI Q6: Who is responsible for all the permits and fees for this project – contractor or client?
Government Response: Permits have been submitted by Government, all environmental monitoring will be at the cost of the vendor, marking of local utilities (Power, comm, gas, water, and sewer) on base property will be performed by Government personnel through the 332/103 Permit process. Any encroachment or private property will need coordination through Dig Alert.
Any CALTRANS permits or fees will be the responsibility of the contractor.
RFI Q7: Are there any restrictions on accessing the area, outdoor and the buildings, through the course of the project? If yes, what are they?
Government Response: Coordination for base access and facilities will be conducted by the Project Manager; there are no restrictions for accessing the outdoor areas outside of standard base access requirements.
RFI Q8: Please confirm that a safe and secure on-site storage for equipment and material will be provided to the contractor.
Government Response: The contractor will be allowed a laydown yard for them to set up their own on-site storage for equipment and material. The exact location will be determined during the AF Form 103 approval process.
RFI Q9: Do the Cal Trans specs only apply to the CA Highway-1 crossing area or to the entire length of the conduit system?
Government Response: The encroachment permit application form, directions to complete the form and plan requirements can be found at https://dot.ca.gov/programs/traffic-operations/ep/applications. Complete electronic encroachment permit application package submissions may either be emailed to d5.permits@dot.ca.gov or submitted through the Caltrans Encroachment Permit System (CEPS) public portal.
The application package should include the following:
A complete, signed permit application TR-0100. The owner (Vandenberg SFB) and the consultant is the authorized agent listed on the application.
An authorized agent form (attached) or a letter of authorization.
Stamped and signed engineered plans by a CA civil engineer detailing work to be performed. Existing utilities, State Route number, and State right-of-way should be shown.
The plans must include an engineered profile for the entire length within State right of way of all proposed underground facilities, including existing utility crossings and minimum clearance. Please note that per policy all proposed underground utilities must be installed using trenchless technology, and the minimum clearance is 42”.
If the proposed utilities are not operated by Vandenberg SFB then the utility provider will need to apply for a separate permit to own, operate, and maintain the facility (a no-fee permit). This permit application from the utility provider will need to be submitted prior to construction of the proposed utilities.
A traffic control plan stamped and signed by a Civil Engineer registered in CA, or the Caltrans Standard traffic control if they work for your project. Please note no work may be done within 6’ of live traffic above 45mph and within 3’ of live traffic 45mph and below. If your work is within these distances, you will need to close a lane. Here is a link to Caltrans Standard Plans (traffic control starts at T-9): 2025 Standard Plans, Standard Specifications, and Contract Item Codes | Caltrans
If there are lane or shoulder closures include the names, e-mail addresses, and cell numbers for two (2) personnel that are involved with coordinating and/or implementing the traffic control (this may be submitted later, prior to permit issuance).
Liability Insurance for the Contractor performing the work, in accordance with the following (this may be submitted later, prior to permit issuance):
o A certificate of liability insurance and an additional insured endorsement is required to cover the State’s potential liability for the permitted work. The certificate and endorsement must name “the State of California, California Department of Transportation, the directors, officers, employees, and/or agents of the State of California and/or the California Department of Transportation” as additional insured for the following minimum liability insurance limits:

Government Response: Yes, boring is allowed
RFI Q30: Is attendance at the August 4 site visit mandatory for quotation eligibility? Because the stated July 28 base-access submission date has passed, will the Government accept a late access request? Alternatively, may a committed first-tier contractor that already possesses valid Vandenberg access attend on our behalf?
Government Response: No, attendance was not mandatory to submit a quote. Personnel with base access can walk the exterior pathway on their own accord, but no additional access will be granted within Building 15501.
RFI Q31: May we remain the prime contractor while clearly attributing a committed first-tier installation contractor’s five years of cabling experience, BICSI ITS Installer 2 Optical Fiber credential, technical personnel, and recent project references? We understands that the required
Primary Point of Contact must be a our employee and will comply with that prime-employee requirement.
Government Response: Only past performance of the prime contractor or Joint Venture partners will be considered. Subcontractors or non-Joint Venture partner past performance will not be considered.
RFI Q32: Must the applicable California contractor and Caltrans-related licenses be held directly by us, or may the work be performed by a properly licensed first-tier California contractor under our prime management? Please identify any required California license classifications.
