About this opportunity
The Department of Veterans Affairs has issued a Special Notice (Opportunity ID: X1LZ) announcing its intent to lease parking facilities in Fresno, California through other than full and open competition. The Veterans Health Administration (VHA) is seeking to secure 99 surface parking spaces within a defined geographic area bounded by E. Shields Avenue to the north, E. Yale Avenue to the south, N. Milbrook Avenue to the east, and N. First Street to the west. This is a non-competitive procurement action for an existing lease that is expiring. The Department is published this notice on February 6, 2026, and is actively soliciting proposals from qualified vendors. The contracting office responsible for this solicitation is the Regional Procurement Office West (RPOW), with LeAnne Jett serving as the Lease Contracting Officer.
The primary objective of this Special Notice is to identify suitable parking facilities to support the VHA's operations in Fresno, with the government currently evaluating whether relocating from its existing lease in Fallon, Nevada would be economically advantageous when accounting for relocation costs, tenant improvements, and operational disruptions. Interested vendors must submit locations for inspection by February 20, 2026, at 3:00 PM Pacific Time to LeAnne.Jett@va.gov, and all submissions from non-owners or non-managers require written authorization from the property owner. The proposed lease term spans 15 years, consisting of a firm 10-year commitment followed by a 5-year soft option term, with all offered space requiring full service and compliance with government standards for fire safety, accessibility, seismic resilience, and sustainability. All vendors must comply with Section 889 of the FY19 National Defense Authorization Act telecommunications prohibitions, and the parking facility cannot be located in the 1-percent-annual floodplain. There are no specific set-asides or unique eligibility restrictions beyond these standard government requirements and property owner authorization provisions.

The U.S. Government currently occupies office and related space in a building under a lease in Fallon, NV, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
To submit a location for inspection, contact this office by 3:00PM Pacific on February 20, 2025. (Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space).
