About this opportunity
The Department of Veterans Affairs is seeking expressions of interest from qualified developers, including SDVOSBs and VOSBs, to finance, design, construct, operate, and maintain a parking structure with a minimum of 900 spaces at the James J. Peters VA Medical Center in Bronx, New York, with responses due November 10, 2026 at 12:00 PM Eastern Time.
The opportunity is structured as an Enhanced-Use Lease (EUL) under 38 U.S.C. § 8161–8169, with lease terms up to 99 years. The parcel comprises 1.6 acres (72,000 square feet). VA's Office of Asset Enterprise Management administers the EUL Program; the contracting office is located in Independence, Ohio, with Contracting Officer Steven Grzybowski.
Developers must demonstrate proven experience developing and operating comparable parking structures, possess financial capacity to secure public and private financing independently, and have the ability to operate the facility sustainably. The developer is responsible for removal and disposal of an existing research trailer and basketball court on the parcel.
Operational requirements mandate that the developer provide free parking for Veterans (patients) and their families during standard business hours on weekdays. No lease-back arrangements are permitted to the VA or other federal entities.
Responses must not exceed 15 pages and must address corporate overview, real estate development and property management experience, financing capabilities, project viability, use of the entire parcel, alternative uses benefiting Veterans, financing sources, operational sustainability, staffing plans, and concerns regarding the development opportunity. Questions are due by October 9, 2026. Submit responses to Sharon Sirotnak at Sharon.Sirotnak@va.gov. Solicitation Number: 36C77626Q0277. NAICS 541611, PSC R799.
Notice text
The United States Department of Veterans Affairs (VA), under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. §§ 8161- 8169, as amended), is seeking expressions of interest from qualified developers, including SDVOSBs and VOSBs, to serve as a “Developer” for purposes of developing a parking structure with at least 900 spaces that directly or indirectly benefits Veterans.
For purposes of this effort, the Developer would be a non-VA entity who has the qualifications outlined in Section V of this Notice. The opportunity would involve a Developer entering into an EUL with VA and financing, renovating/constructing, operating, and maintaining the parking structure.
VA’s EUL authority allows VA to outlease land and improvements to selected developers (i.e., Lessees) to provide housing and/or other uses that directly or indirectly benefit Veterans, which may include certain parking structures. Such leases can have a term of up to 99 years. VA’s Office of Asset Enterprise Management (OAEM) administers the EUL Program.
The objective of this development opportunity is to repurpose assets at the James J. Peters VAMC Campus under VA’s EUL Program to the benefit of Veterans. The James J. Peters VAMC is particularly interested in a parking EUL to alleviate the significant on-campus parking shortage.
