The Veterans Health Administration (VHA) seeks to lease 99 surface parking spaces located within a delineated area bounded by E. Shields Avenue to the north, E. Yale Avenue to the south, N. Milbrook Avenue to the east, and N. First Street to the west. The lease will have a full term of 15 years, consisting of a 10-year firm term followed by a 5-year soft term. All offered space must comply with government requirements for fire safety, accessibility, seismic resilience, and sustainability standards, and must be fully serviced. The space cannot be located in the 1-percent-annual floodplain, and all vendors must comply with Section 889 of the FY19 National Defense Authorization Act telecommunications prohibitions.

Interested parties must submit locations for inspection by 3:00 PM Pacific on February 20, 2025, with submissions from non-owners or non-managers requiring written permission from the property owner. The response deadline for expressions of interest is February 20, 2026, at 3:00 PM Pacific Time. Submissions should be directed to LeAnne Jett, Lease Contracting Officer, at LeAnne.Jett@va.gov. The Regional Procurement Office West (RPOW) is the contracting office responsible for this solicitation (36C24W26R0027), with the contracting office zip code listed as 95652. The VA notes it is currently evaluating whether alternative space in Fresno would be more economically advantageous than maintaining the existing lease in Fallon, Nevada, considering relocation costs including physical move expenses, tenant improvement replication, telecommunications infrastructure, and agency downtime.

The U.S. Government currently occupies office and related space in a building under a lease in Fallon, NV, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

To submit a location for inspection, contact this office by 3:00PM Pacific on February 20, 2025. (Submissions by other than the owner or manager of a property must be accompanied by a letter from the owner granting permission to make a general offering of the space).
