About this opportunity

The Department of Veterans Affairs Veterans Health Administration is seeking to procure leased clinical and related office space in Newport, Vermont through a succeeding lease action. The VA currently occupies space in Newport that has expired and intends to pursue a sole source acquisition unless market research indicates that competitive procurement would be more economically advantageous. Interested parties are invited to submit written statements of capability by February 3, 2026 at 3:00 PM Eastern Time to demonstrate their ability to provide compliant facility space. Key requirements include approximately 2,917 assignable square feet (3,014 rentable square feet) of medical outpatient clinic and office space that is ADA compliant, currently available for occupancy, and equipped with at least 15 on-site parking spaces, with preference given to first-floor contiguous space. The Government will evaluate alternative facilities only if all relocation costs—including physical move, tenant improvements, telecommunications infrastructure, and agency downtime—can be offset through competitive bidding, and will assess responses solely to determine whether to conduct a competitive procurement rather than proceed with sole source award.

No set-aside designations apply to this procurement. The estimated lease term is ten years, consisting of five years firm and five years non-firm, though no specific award value or budget range is disclosed in the pre-solicitation notice. Responses should include specific property information, photographs, space layouts, location details, and approximate price-per-square-foot pricing submitted directly to Melinda Sanderson at Melinda.Sanderson@va.gov. The Government assumes no responsibility to award a contract based on responses received, will not pay commissions, and all costs incurred by responding parties remain their responsibility. This advertisement does not constitute a commitment to award and serves only as market research to inform the Government's procurement strategy.

Notice text

DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION

The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.

The Department of Veterans Affairs currently occupies clinical and related space in Newport, VT in a lease that has expired. The Government may consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.

Space must be handicapped accessible, (ADA compliant), with 15 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.

Term: Estimated term is up to 10-years; 5-years firm term, 5-years non-firm term.

Space Availability: The space must be currently available for occupancy.

Rentable Square Feet: Approximately 2,917 ABOA / 3,014 Rentable Square Feet (RSF) of Medical Space.

Delineated Area: To be considered, space must be within the following delineated area:

City Limits of Newport VT

Space Type: Outpatient Clinics & Medical Office

Parking Spaces (Total): 15 on-site spaces

Interested offerors should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot by Email not later than 3:00pm (EST) on February 3, 2026, to Melinda.Sanderson@va.gov.

Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government.

NOTE: VA is only gathering market research information. This advertisement is not a solicitation for offers, nor is it a request for proposals.
