About this opportunity
The Department of Veterans Affairs seeks to lease approximately 3,570 rentable square feet of space for a Sleep Center in Helena, Montana, with expressions of interest due November 10, 2026, by 3:00 p.m. Central Standard Time. No set-aside is used. The attached sources sought notice (Solicitation Number 36C24W27R0001) describes a tiered evaluation opportunity potentially available to Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns. Responses must include evidence of small business status under NAICS 531120 with a $41.5 million size standard.
The space must be in an existing building within a delineated area bounded by E Broadway Street (north), Highway 15 (east), Holmes Gulch (south), and S Davis Street (west). The facility must be contiguous, built to DVA specifications, and located no further than 2,640 feet from public transit. It must avoid FEMA 100-year flood plains and include a minimum of 10 handicap-accessible parking spaces. The required lease is full-service, including janitorial service and utilities, and must meet seismic requirements under ASCE 7 Section 1.5 and ASCE 31-02, along with federal and local fire safety, security, and accessibility standards. Anticipated tenant improvement costs are $0.
The lease term is 20 years, with a 10-year firm term and a 10-year non-firm term, and estimated beneficial occupancy on August 1, 2027. It replaces the DVA's current Helena lease, which expires in July 2027. Continuity of services must be maintained. The Government will consider alternative space only if economically advantageous, weighing relocation costs, tenant improvements, and service continuity.
Submissions require a capabilities statement of no more than 5 pages, a map showing the property within the delineated area, a floor plan, proof of building and property ownership, and zoning documentation permitting DVA's use. Miranda Kloeppel (Leasing Contract Officer) and William Maddox (Leasing Contract Specialist) receive responses electronically. The Government assumes no responsibility to award based on this advertisement and may cancel and re-solicit if no suitable award can be made.
Notice text
The DVA currently occupies medical space in a building under lease in Helena, Montana that will be expiring in July 2027. The Government will consider alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Continuity of services must be maintained.
