About this file

This is a Sources Sought Notice for a succeeding lease action by the Department of Veterans Affairs at the VA Medical Center (VAMC) Togus for clinical and related office space in Newport, Vermont. The Government intends to award a sole source lease under GSAM Part 570.402 but is conducting market research to determine whether competitive procurement should be pursued instead. Responses are due by February 3, 2026 at 3:00 PM Eastern Time and should include specific property information, photographs, space layout, location details, and approximate price-per-square-foot submitted to Melinda Sanderson at Melinda.Sanderson@va.gov. The Government assumes no responsibility to award based on responses, will not pay commissions, and offerors are responsible for all proposal costs.

The required space consists of approximately 2,917 ABOA/3,014 rentable square feet of medical outpatient clinic and office space located within Newport, Vermont city limits. The space must be currently available for occupancy, ADA compliant with handicapped accessibility, and include 15 on-site parking spaces, with preference for first-floor contiguous space but consideration given to non-contiguous or upper-floor space if equipped with working elevators. The estimated lease term is ten years (five years firm, five years non-firm). The Government will evaluate alternative space only if economically advantageous and if relocation costs—including physical move, tenant improvements, telecommunications infrastructure, and agency downtime—can be offset through competition. The VA will consider competition from other existing buildings if all relocation costs can be recovered through the bidding process.

DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION

The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.

The Department of Veterans Affairs currently occupies clinical and related space in Newport, VT in a lease that has expired. The Government may consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.

Space must be handicapped accessible, (ADA compliant), with 15 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.

Term: Estimated term is up to 10-years; 5-years firm term, 5-years non-firm term.

Space Availability: The space must be currently available for occupancy.

Rentable Square Feet: Approximately 2,917 ABOA / 3,014 Rentable Square Feet (RSF) of Medical Space.

Delineated Area: To be considered, space must be within the following delineated area:

City Limits of Newport VT Space Type: Outpatient Clinics & Medical Office Parking Spaces (Total): 15 on-site spaces Interested offerors should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot by Email not later than 3:00pm (EST) on February 3, 2026, to Melinda.Sanderson@va.gov.

Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government.

NOTE: VA is only gathering market research information. This advertisement is not a solicitation for offers, nor is it a request for proposals.
