About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 1 is seeking clinical and medical office space in Littleton, New Hampshire through a succeeding lease action. This pre-solicitation notice invites interested parties to submit written statements of capability demonstrating their ability to provide alternative facilities that would satisfy the Government's requirements, though the VA intends to pursue a sole source acquisition with the incumbent landlord under GSAM Part 570.402 authority. Key requirements include ADA-compliant space totaling approximately 9,900 rentable square feet with 34 on-site parking spaces, preferably on the first floor and contiguous, and the space must be currently available for occupancy within Littleton city limits. The Government will evaluate alternative proposals based on economic advantage, considering all costs associated with relocation including physical move expenses, tenant improvement replication, telecommunications infrastructure, and non-productive agency downtime. Interested parties must submit their written statements of capability to Melinda Sanderson at Melinda.Sanderson@va.gov by February 3, 2026 at 3:00 PM Eastern Time, and responses will be considered solely to determine whether competitive procurement would be economically advantageous.
No set-aside designation applies to this procurement, and the incumbent landlord is not identified by name in the notice. The estimated lease term is ten years, consisting of a five-year firm term with a five-year non-firm option, though no specific award value or budget range is disclosed in the pre-solicitation notice. Respondents should include property information, photographs, layout details, location specifics, and approximate price-per-square-foot in their submissions to enable proper evaluation. The VA will assume no responsibility to award based on responses received and will not pay any commissions to brokers or intermediaries. The solicitation number is 36C24126Q0220, classified under Product Service Code X1DB (Real Property Leasing) and NAICS code 531120 (Lessors of Nonresidential Buildings).
Notice text
DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space in Littleton, NH in a lease that has expired. The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Space must be handicapped accessible, (ADA compliant), with 34 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.
Term: Estimated term is up to 10-years; 5-years firm term, 5-years non-firm term.
Space Availability: The space must be currently available for occupancy.
Rentable Square Feet: Approximately 9,900 ABOA / 9,900 Rentable Square Feet (RSF) of Medical Space.
Delineated Area: To be considered, space must be within the following delineated area:
City Limits of Littleton NH
Space Type: Outpatient Clinics & Medical Office
Parking Spaces (Total): 34 on-site spaces
Interested offerors should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot by Email not later than 3:00pm (EST) on February 3, 2026, to Melinda.Sanderson@va.gov.
Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government.
NOTE: VA is only gathering market research information. This advertisement is not a solicitation for offers, nor is it a request for proposals.
