About this file
This is a Sources Sought Notice and Advertisement for a Succeeding Lease issued by the Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 1, for clinical and medical office space in Littleton, NH 03561. The VA currently occupies approximately 9,900 rentable square feet (ABOA) of outpatient clinic and medical office space in Littleton under an expired lease and intends to pursue a sole source acquisition with the incumbent landlord under General Services Acquisition Manual (GSAM) Part 570.402 authority. However, the VA is soliciting information from alternative providers to determine whether competitive procurement would be economically advantageous, considering factors such as relocation costs, physical move expenses, tenant improvement replication, telecommunications infrastructure, and non-productive agency downtime.
Interested parties must submit written statements of capability by February 3, 2026 at 3:00 PM Eastern Time to Melinda Sanderson (Melinda.Sanderson@va.gov), the VA Realty Specialist at the VAMC Togus in Augusta, ME 04330. Required specifications include ADA-compliant space with 34 on-site parking spaces, preferably on the first floor and contiguous, located within Littleton city limits. The estimated lease term is ten years (five-year firm term with five-year non-firm option), and space must be currently available for occupancy. The solicitation number is 36C24126Q0220 with product service code X1DB (Real Property Leasing). Respondents should include property information, photographs, layout details, location, and approximate price-per-square-foot in their submissions. The VA assumes no responsibility to award based on responses and will not pay commissions.

DEPARTMENT OF VETERANS AFFAIRS (VA) ADVERTISEMENT FOR SUCCEEDING LEASE ACTION
The Department of Veterans Affairs (Government) intends to award a succeeding lease under the authority of General Services Acquisition Manual (GSAM) Part 570.402. This regulation authorizes use of the sole source lease awards where it is determined that award to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
THIS ADVERTISEMENT IS NOT A REQUEST FOR LEASE PROPOSALS- However, any party who believes it can provide a facility that would satisfy the below requirements, is invited to submit a written statement of capability to do so, with evidence to support its claim. Responses received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this advertisement. This advertisement does not obligate the Government to award to any lease contract.
The Department of Veterans Affairs currently occupies clinical and related space in Littleton, NH in a lease that has expired. The Government will consider alternative space if it is economically advantageous, and that otherwise the Government intends to pursue a sole source acquisition. In making this determination, VA will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements as well as all costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. VA may consider leased space located in another existing building providing all costs mentioned above can be offset by competition.
Space must be handicapped accessible, (ADA compliant), with 34 on-site parking spaces. The space preferred will be first floor contiguous but will consider non-contiguous and/or other floor levels with working elevators if ADA compliant.
Term: Estimated term is up to 10-years; 5-years firm term, 5-years non-firm term.
Space Availability: The space must be currently available for occupancy.
Rentable Square Feet: Approximately 9,900 ABOA / 9,900 Rentable Square Feet (RSF) of Medical Space.
Delineated Area: To be considered, space must be within the following delineated area:
City Limits of Littleton NH Space Type: Outpatient Clinics & Medical Office Parking Spaces (Total): 34 on-site spaces Interested offerors should submit specific information concerning their properties, photos, general layout of the space offered, location of the space, and approximate price-per-square-foot by Email not later than 3:00pm (EST) on February 3, 2026, to Melinda.Sanderson@va.gov.
Respondents are advised that the VA assumes no responsibility to award a lease based on the responses to this advertisement. VA will not pay commissions. Offerors are responsible for any costs associated with providing proposals to the Government.
NOTE: VA is only gathering market research information. This advertisement is not a solicitation for offers, nor is it a request for proposals.
