About this opportunity
The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8, seeks to lease 5,410 to 5,500 rentable square feet of contiguous medical office space in St. Thomas, U.S. Virgin Islands, with proposals due December 1, 2025. An amendment extended the deadline from the original October 20 closing.
Place of performance is St. Thomas, USVI. The space must be in an existing building that has undergone modernization or adaptive reuse, located outside the 100-year floodplain within defined geographic boundaries (north: Highway 404/37/40; south: ocean and Highway 32; east: Highway 38; west: Highway 301/33/404), and must stand alone—not part of a retail setting, strip mall, or sharing walls with other tenants. The facility requires a minimum of 12 parking spaces, including at least 2 handicapped spaces. Space must be available for occupancy by October 1, 2026.
Technical requirements include Category 6A cabling, wireless network infrastructure, electronic access control, video surveillance, intrusion detection systems, duress alarms, and fire protection systems meeting Facility Security Level II standards. The space program encompasses administrative offices and workstations, reception and waiting areas, conference and break rooms, clinical support spaces including exam rooms, blood draw station, and medical equipment storage, with individual room temperature and airflow controls and specific noise level standards.
The lease term is up to 10 years with a 5-year firm period. Evaluation uses best value tradeoff methodology weighing site-specific technical requirements, physical building characteristics, offeror qualifications, past performance, and price—with technical factors significantly more important than price. The NAICS code is 531120, Lessors of Nonresidential Buildings (except Miniwarehouses); PSC is X1DB, Lease/Rental Of Laboratories And Clinics. The government is limited by law to paying no more than appraised fair rental value. Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses are encouraged to submit proposals with supporting documentation.
